Introduction

The Project Controls Manager (PCM) is responsible for the administration and coordination of all aspects of project controls, including estimating, planning, scheduling, progress measurement, cost management, change/trend management, risk management, forecasting, and reporting throughout the project lifecycle.

Responsibilities

  • Develop Phase/FEL 1 (Concept) through Phase/FEL 3 (Definitive) estimates, providing comprehensive Estimate Basis documentation for capital/expense projects
  • Maintain, enhance, and utilize past project estimate databases, metrics, tools, and processes to drive accuracy and efficiency
  • Evaluate contractor and vendor quotes, ensuring alignment with event requirements and cost expectations
  • Perform detailed take-offs from engineering deliverables, including drawings, data, and Material Take-Offs (MTOs), to create precise estimates
  • Analyze event schedules to align cost estimates with projected timelines
  • Communicate cost/schedule concerns through established channels and work collaboratively to resolve issues
  • Lead estimate kick-offs, project walk-downs, quote reviews, and final estimate reviews with event teams
  • Develop and manage change order estimates in alignment with corporate processes
  • Support assurance of proper budget development and Work Breakdown Structure (WBS) alignment
  • Mentor junior estimators, providing training and guidance on estimation techniques and best practices
  • Stay informed on labor availability, market rates, material costs, and equipment trends to provide accurate future forecasts
     

Required Qualifications

  • Bachelor’s degree in Accounting, Finance, Engineering, or Business, OR High School Diploma/GED with 15+ years of related experience
  • 7+ years of experience in Project Controls, including estimating, cost, schedule, change, and risk management
  • Advanced Excel and PowerPoint skills
  • Familiarity with diverse project types, estimating practices, risk/contingency development, and commercial terminologies
  • Demonstrated ability to manage multiple projects independently with minimal supervision
     

Preferred Qualifications

  • 10+ years of experience in Project Controls, including estimating, cost, schedule, change and risk management
  • Experience in petrochemical, refining, or heavy industrial projects
  • Owner/operator experience
  • AACE or PMI professional level certifications
  • Turnaround and field construction experience
  • Advanced experience/skills of Project Controls systems, including Primavera P6, SAP, EcoSys, ACCE, Power BI and MS Office Suite
