Introduction
Join Chevron Phillips Chemical as the General Manager, Global Procurement, a pivotal leadership role within our Global Procurement Leadership Team (GPLT) based in Woodlands. This position offers a unique opportunity to lead and innovate in a dynamic environment focused on driving procurement excellence globally. As a key strategist and operational leader reporting to the General Manager of Global Procurement, you will spearhead initiatives that enhance procurement processes, advance digital transformation, and ensure adherence to governance and compliance standards.

Responsibilities
As the General Manager of Global Procurement, you will carry comprehensive responsibilities designed to elevate the procurement function and drive business performance across the organization. Key responsibilities include:
- Leading and managing a high-performing team focused on continuous improvement in procurement processes, systems, and analytical methodologies to encourage innovation and operational excellence.
- Overseeing the development, implementation, and refinement of procurement processes, policies, and standards to ensure compliance with governance and regulatory mandates.
- Driving digitization initiatives and the implementation of best-in-class procurement technologies, including SAP and analytics platforms, to optimize efficiency, transparency, and data accuracy.
- Championing the integration of data analytics and key performance indicators (KPIs) to monitor performance, identify trends, and support strategic decision-making at all organizational levels.
- Leading the design and delivery of comprehensive training programs, ensuring all procurement staff are equipped with up-to-date knowledge of process innovations, systems enhancements, and compliance requirements.
- Collaborating closely with cross-functional teams to align procurement strategies with broader business objectives, including annual business planning and budget development.
- Acting as a subject matter expert for global procurement policies, driving adherence and continuous improvement through effective communication and enforcement mechanisms.
- Utilizing best practices and risk mitigation strategies including Segregation of Duties (SOD) principles and process standardization to safeguard business interests and ensure operational resilience.
- Maintaining an agile and responsive approach to evolving market conditions, ensuring the procurement organization remains competitive and aligned with industry best practices.

Required Qualifications
- Bachelor’s degree in Purchasing, Supply Chain Management, Engineering, Business Analytics, or a related discipline.
- At least 8 years of relevant experience in manufacturing or commercial procurement environments, demonstrating progressive responsibility.
- A minimum of 5 years experience in a supervisory or leadership role, effectively managing teams toward achieving operational goals.
- Proficiency with SAP or equivalent ERP systems, specifically in procurement processes and transactional activities.
- Strong communication skills, both verbal and written, with demonstrated ability to convey complex information clearly and persuasively.
- Foundational understanding of contracting principles and the legal frameworks influencing procurement activities.
- Comprehensive knowledge of procurement processes, systems, and governance.
- Experience within the energy, oil and gas, or chemical/petrochemical industries preferred, aligning with the strategic focus of the organization.
Preferred Qualifications
- Demonstrated expertise in contract negotiations and strategic sourcing, contributing to cost efficiency and supplier value optimization.
- Proven strong capability and experience driving compliance with procurement policies and practices
