Saudi Industrial Investment Group (SIIG) with Chevron Phillips Chemical Company LLC, through a wholly owned affiliate Arabian Chevron Phillips Petrochemical Company (ACP), has two 50/50 joint venture projects in the Eastern Province Industrial City of Al-Jubail: Saudi Chevron Phillips Company (SCP) and Jubail Chevron Phillips Company (JCP). A third joint venture, Saudi Polymers Company (SPCo), is jointly owned by ACP and National Petrochemical Company (Petrochem). 

Purpose/Introduction

The purpose of the role is to supervise contract management activities of purchase under the approved policies and internal standard operating procedures. Nature of contracts could be, but not limited to services or materials which will require theoretical and technical understanding of various business services/products domains for efficient and effective execution of functional deliverables.

Responsibilities

Performs the activities, may include but not limited to:

  • Oversees day-to-day contract administration and supervises the full life cycle of the contracts processes including turnaround related contracts.
  • Oversees drafting complex legally binding contracts, agreements, or instruments such as non-disclosure, teaming and lease agreements, purchase orders, contracts and subcontracts utilizing both custom and standard terms and conditions. 
  • Oversees development and negotiation of contracts and provide commercial advice and guidance to minimize risk, ensure compliance with laws, regulations, and policies, and realize operational effectiveness and efficiency in these functional areas. 
  • Oversees that for all contracts actions, appropriate documentation is obtained, tracked, and maintained within corporate databases, contracts systems in an accurate, systematic and timely manner. 
  • Serves as a subject matter expert in contracting and develops standards for legally binding agreements, contracts, policies, procedures, templates, tools and systems. 
  • Provides expert support to staff in negotiating contract terms and conditions, ensuring that they are as favorable to business interests as possible, minimize risk and comply with applicable laws, regulations, policies, and procedures. Provides subject matter expertise, advice, recommendations, training and guidance to staff and management on contractual related issues, policies, procedures, issues, and systems. 
  • Assesses, evaluates, analyzes, and interprets contract or agreement terms and conditions and recommend alternative language, solutions and/or assist in resolving any supplier risk compliance, or performance issues, as necessary. 
  • Exercises good judgment in selecting best contracting methods, techniques, and evaluation criteria for obtaining results. 
  • Advocates & strictly follows established environmental, health, safety and quality policies and procedures to guarantee employee safety, legislative compliance, delivery of high-quality products/services and a responsible environmental attitude. 
  • Undertakes accountabilities & develops and implements operational excellence (OE) & continuous process improvement requirements within the assigned area, coaching staff in expectations to ensure compliance and continuous improvement.
  •  Performs any other relevant task as directed by Manager Procurement. 

Required Qualifications

Required Qualifications and Experience:

  • Bachelor's degree in engineering, business administration, supply chain, or equivalent
  • +8 years' experience in the procurement field including:
  • Purchasing Services Contracts 
  • Procurement systems (SAP, Ariba, etc.)
  • Content management process and related solutions
  • Ability to understand business risks and opportunities to evaluate options
  • Strong analytical & negotiation skills
  • Excellent communication skills to align contracts with business goals and mitigate risks
  • Managing lifecycles, ensuring compliance, and resolving disputes, plus deep industry knowledge
  • Strong grasp of contract law, principles, and relevant regulations
  • MCIPS or related certification is a plus
  • Strong leadership skills (+3 years team lead experience)
