Description: 

Saudi Industrial Investment Group (SIIG) with Chevron Phillips Chemical Company LLC, through a wholly owned affiliate Arabian Chevron Phillips Petrochemical Company (ACP), has two 50/50 joint venture projects in the Eastern Province Industrial City of Al-Jubail: Saudi Chevron Phillips Company (SCP) and Jubail Chevron Phillips Company (JCP). A third joint venture, Saudi Polymers Company (SPCo), is jointly owned by ACP and National Petrochemical Company (Petrochem). 

Purpose/Introduction

Provides project TIC estimates and monitors expenditures against approved budget, organizes, and prioritizes various projects and multiple tasks in an effective and timely manner.

Responsibilities

Performs the activities, may include but not limited to: 
• Complies estimate and associated pricing impacting the total installed cost (TIC) and calculates appropriate level of 
contingency
• Structures estimates to reflect cost coding work breakdown structure (WBS)
• Writes basis of estimates including the scope of work, basis of equipment pricing, and basis of MTO’s.
• Facilitates estimate review meetings as to the completeness of project scope in the estimate
• Maintains and controls approved estimates with all supporting documents for project records
• Provides guidance to project team on minimum requirements and format of supporting documents per phase gate
• Analyzes variances in cost and schedule performance against the plan, and communicate the reasons for the issuance 
of variance and propose mitigation plans to management.
• Implements work breakdown and project coding structure for control and integrity of work to be performed as defined 
by the contract.
• Coordinates with project team to develop rules of credit and report accurate progress measurement of engineering 
and construction activities.
• Compares estimates with actuals and appropriately adjust rates for future estimates.
• Provides meaningful, accurate historical data and maintain database of program cost experiences.
• Assists project engineer with estimating scope changes for funded projects and ensure change management is 
followed.
• Attends weekly project meeting and contribute to discussions on cost and schedule.
• Communicates budgeted costs, forecast, overruns, continency drawdown and concerns to project team in 
management.
• Assists project engineer with the financial closeout of a project.
• Inputs lessons learned into the program database.
• Strictly follows established environmental, health, safety and quality policies and procedures in order to guarantee 
employee safety, legislative compliance, delivery of high-quality products/services and a responsible environmental 
attitude.
• Undertakes accountabilities in the operational excellence process as set out in the schedule of responsibilities.
• Contributes to the processes of continuous improvement for the area assigned.
• Performs any other relevant task as directed by Superintendent Project Engineering.

Required Qualifications

Academic Qualification: Bachelor’s degree 
Qualification Discipline: Engineering

Experience: 3+ Years of related experience

Skills/Performance Indicators

 Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public
