Purpose/Introduction
Chevron Phillips Chemical is seeking an Operations Specialist to join the OSBL/Utilities Operations Team for the Golden Triangle Polymers facility located in Orange, TX. This is an exciting opportunity to utilize your experience and be part of a team contributing to the design, startup, and operation of a new plant from the ground up. This position will be assigned to the project location in Orange, TX and will be a permanent position and member of the Operations team upon project completion.
The Operations Specialist is responsible for helping ensure that the OSBL Plant design results in safe, reliable daily operations and that the constructed equipment meets process safety, environmental, and process performance requirements. Additionally, the Operations Specialist will play a critical role in Operations team training, coaching, and mentoring. During Phase 4 the Operations Specialist will assist with pre-commissioning, commissioning and start up along with other Operational Readiness activities. They will also be a primary Operations Representative directing commissioning and start-up. Phase 5 responsibilities will be more aligned with traditional Operations Specialist job function to help ensure the equipment is operated properly resulting in a safe and reliable operation through the stabilization of the unit.
This position will be assigned to the project location in Orange, TX and will transition to ongoing operations following commissioning and startup with an expected commitment through stable start-up operations. #HPCP
Responsibilities
- Participate in vendor factory and site acceptance tests as required
- Participate in pre-commissioning and commissioning planning with project team and EPC contractor
- Assist in development of overall commissioning goals, commissioning systems and commissioning/startup sequence
- Assist in training operations personnel
- Plan and execute Operational Readiness activities: commissioning procedure development, standard operating procedure development, operator training, etc.
- Lead/participate in system PSSRs as part of project mechanical completion
- Facilitate safe system and overall plant startup in conjunction with balance of startup team
- Supervise and assist troubleshooting during all modes of operation, including process upset conditions
- Lead/participate in MOCs, JSAs, Critical Procedures, Safety, Housekeeping, compliance audits, and Incident Investigations, including follow-up on action items
Responsibilities (continued)
- Supervise the start-up, monitoring, control and shutdown of process units and process utilities at control rooms and plant sites
- Develop and draft daily operating instructions for OSBL/Utilities area
- Participate in DCS configuration/Alarm Management & development projects, and work with controls group to implement approved projects
- Communicate and work effectively with all departments including Maintenance and Technical groups to ensure efficient plant operations and activities
- Assist/support in the development and management of annual budgets
- Fill in for OSBL Unit Superintendent as required
Required Qualifications
- Minimum of a High School Diploma/GED with at least 10 years of Operations experience
- At least 6 years of experience in a Utilities-specific unit process operations (e.g. boilers/steam generation, hydrocarbon unloading, waste treatment or raw water treatment)
- Previous job experience as a Supervisor, Step-Up Supervisor or Operations Maintenance Coordinator
- Prior experience working major unit turnarounds, outages, or unit commissioning/startup
- Commitment to stay on the project through startup and stable operation (approximately 3-4 years)
- Computer proficiency – including MS Office, Excel and spreadsheet programs
Preferred Qualifications
- Previous major capital project experience
- Previous HAZOP/LOPA experience
- Experience utilizing SmartProcedures and eSoms
