Purpose/Introduction

Chevron Phillips Chemical is seeking a SIS Supervisor to join the Technical Team for the Golden Triangle Polymers facility located in Orange, TX. This is an exciting opportunity to utilize your experience and be part of a team contributing to the design, startup, and operation of a new plant from the ground up.

 

The SIS Supervisor position is responsible for supervising and mentoring a group of SIS Engineers, Specialists and IPL Coordinators. The SIS group works closely with the daily operations of olefins, polyethylene, and utilities units and provides resources for SIS and IPL related maintenance, troubleshooting, optimization and project implementation so the producing assets can run safely, efficiently, and reliably. Initially, this position will be focused on Operational Readiness by building the team, ensuring the plant is properly commissioned, and supporting a safe, orderly, and timely start-up of the facility.

 

 

This position will be assigned to the project location in Orange, TX and will transition to ongoing operations following commissioning and startup with an expected commitment through stable start-up operations.  #HPCP

Responsibilities

  • Lead efforts to achieve site personnel safety, process safety, environmental, and reliability goals
  • Drive efforts to maintain SIS equipment availability at highest operating level feasible including the research/communication of new technologies, and maintenance practices
  • Provide technical leadership and support to the Instrument, Electrical, and Maintenance groups, including support for IPS testing activities with Operations and Maintenance teams
  • Ensure support for SIS design, installation, commissioning, and routine validation following corporate/industry standards, to include IPL’s, BMS, and ESS (Emergency Shutdown Systems)
  • Determine effectiveness of analytical techniques for detecting and diagnosing problems in SIS equipment
  • Participate in and provide guidance in developing plans for major shutdowns, construction, or alteration projects
  • Ensure SIS life cycle compliance (ANSI/ISA-84) is incorporated into capital and expense projects
  • Ensure development of technical documents for equipment operation and maintenance with reference to vendors’ equipment manuals as part of Management of Change (MOC) including Function Test Plans (FTP) and Proof Test Plans (PTP).
  • Ensure creation, maintenance, and execution of Inspection, Testing, and Preventive Maintenance (ITPM) plans and cycles for SIS and Mechanical Integrity Covered Equipment (MICE)

Responsibilities (continued)

  • Support process safety reviews for plant operation, MOC projects, and new projects
  • Execute Quality Assurance, Quality Control activities (FAT, SAT, Loop sells, etc.) 
  • Drive support of commissioning and startup of green field site and successful transition to run and maintain mode
  • Assist with development of annual budget for process area
  • Maintain facility master IPS/IPL Database
  • Ensure participation in plant Process Safety Management by being involved in Process Hazard Analysis (PHA), HAZOPS (Hazards and Operability Study), and LOPA (Layers of Protection Analysis) studies, FMEA (Failure Mode Effects Analysis) action item follow-up and PSSR (Pre-Startup Safety Reviews) as needed
  • Drive technical and professional development of the SIS team comprising of SIS Engineers, SIS Specialists, and IPL coordinators

Required Qualifications

  • Bachelor’s degree in engineering or related field with at least 5 years of experience in industry OR High school diploma with at least 8 years of experience supporting manufacturing facilities/projects
  • Must have minimum of 3 years of Instrumentation/SIS/Control Systems engineering experience
  • Understanding of Industrial Standards pertaining to Instrumented Safety Systems
  • A self-starter with ability to guide and influence others
  • Proficient in reading and understanding design documents, i.e. P&IDs, SRS, Instrument loop drawings and schematics
  • Ability to communicate technical concepts to engineers and non-engineers
  • Excellent organizational and time management skills

Preferred Qualifications

  • Previous supervisory experience
  • Experience in petrochemical manufacturing/refinery industry
  • Functional Safety Management Certification (CFSE/ISA/TUV)
  • Polyethylene/Ethylene experience
  • Experience with Emerson DeltaV SIS
  • Experience with PLC/SIS Programming (Ladder logic, function blocks)
  • Experience with Commissioning/Start-up
