We have an immediate opening for a Environmental, Health, Safety, and Security (EHS&S) Manager at the Sweeny, Clemens, Old Ocean Facility located in Sweeny, Texas. This position is the leader of facility’s Environmental, Health & Safety, and ER/Security teams.  This position is responsible for the EHS&S performance for this site and for overseeing compliance with federal, state, and local EHS&S regulations as well as company EHS&S policies, procedures, and the Operational Excellence System.  The position is required to maintain close collaborations with the Phillips 66 Refinery and the Corporate EHS&S organization.  


  • Oversee and ensure compliance with local, state and federal EHS&S regulatory requirements.
  • Oversee and ensure compliance with Corporate Compliance Policies and Best Practices, including CPChem’s OE System and Global OE Standards.
  • Directs oversight and responsibility for developing and executing sustainable processes which mitigate risks as related to EHS&S.  Pursues continuous improvement, implementation, and maintenance of dual site EHS&S policies;
  • Actively drive and champion Our Journey to Zero
  • Participate as an active member of the Sweeny Leadership Team not only as the EHS&S Manager but as an equal member in improving the overall performance of the site. Keep the Leadership Team abreast of all compliance issues.
  • Actively participate as a member of CPChem’s EHS&S Managers’ Committee.
  • Actively stay abreast of upcoming compliance legislation and policy changes and understand applicability to the site.  Develop action plans to ensure compliance.

Responsibilities (continued)

  • Assist in the oversight of all EHS&S related compliance training.  This includes development and delivery.
  • Maintaining effective collaboration with the P66 Refinery Environmental, Safety, Emergency Response, and Security groups.  
  • Manage the overall performance for the EHS&S group utilizing the Performance Management system.
  • Support & participate in Corporate Best Practice Team's efforts.
  • Responsible for development, training and overall performance management for EHS&S personnel
  • Drive risk reduction efforts and safety improvement objectives to the front line
  • Ensure safety activities are completed thoroughly including JSA’s, incident investigations, field audits, and that safety standards/policies/practices are followed.
  • Assure fire system readiness and emergency response preparedness is robust for the site
  • Responsible for establishing, reviewing and evaluating annual expense and capital EHS&S budgets

Required Qualifications

  • Professional certification in an EHS&S discipline (e.g., Certified Safety Professional designation).
