Fire Protection Specialist, USGC II

Chevron Phillips Chemical Company (CPChem) is currently seeking a Fire Protection Specialist to join the USGC II Petrochemicals Project. This position is responsible for technical leadership and execution of fire protection throughout the Project by ensuring all fire protection systems, strategies, and hardware are developed, designed, installed, tested, and commissioned in alignment with local regulations and industry standards.  The qualified candidate will support all Project scopes in all aspects of Fire Protection and mitigation.  Additionally, this role is responsible for ensuring compliance with all federal regulations, industry standards, local codes as well as adherence to CPChem policies, procedures, and implementation of company best practices in alignment with Contract documents.  The successful candidate must be able to think creatively and provide innovative solutions to fire protection-related problems facing the project.  This position reports directly to the USGC II EHS&S Manager supporting all Project personnel.


The U.S. Gulf Coast II Petrochemical Project (USGC II) is a joint project between Chevron Phillips Chemical Company LLC and Qatar Petroleum in the development of a new petrochemical plant in the Gulf Coast region of the United States. USGC II will include a 2,000 KTA ethylene cracker and two 1,000 KTA high-density polyethylene units.

Purpose/Introduction (continued)

The primary work location for this role is flexible, but it is anticipated this role will primarily be located at the Projects Office in The Woodlands, TX or at the project site in Orange, TX, with up to 50% travel the engineering offices both domestically and internationally.


Due to its international travel requirements, this position has been designated as one in which employees must be Fully Vaccinated against COVID-19 and compliant with relevant COVID-19 requirements of the destination country to which their job duties require them to travel, unless an accommodation/exemption under applicable federal or state law has been approved.  As a condition of employment, a new hire for this position will be required to provide proof of their COVID-19 vaccination.


  • Serve as the Project subject matter expert on fire protection and emergency response
  • Develop/revise fire protection philosophies, strategies, and specifications for the Project for all phases including construction and operations
  • Ensure Contractor compliance to the fire protection-related contract requirements
  • Review Contractor fire protection design for compliance with Company, local, and industry standards
  • Assist Contractor with the Fire Hazard Analysis to determine hazards and appropriate active and passive fire protection schemes in conjunction with the requirements of the applicable codes and standards as well as any contract requirements
  • Assist and provide assurance for calculations to size water supply, fire pumps, and underground pipe sizing
  • Assists Contract Architects and Engineers in the interpretation of proper construction, protection and compliance with the local fire protection codes and standards
  • Review vendor fire suppression and fire alarm system plans and calculations
  • Review fire barrier and penetration seal requirements for specific hazards
  • Perform life safety reviews for buildings and industrial equipment platforms

  • Facilitate tabletop fire exercises with Contractor and Project Operations personnel for fire-related emergencies
  • Facilitate emergency drills for the construction site and units being commissioned or in operation
  • Participate on any fire-related incident investigations
  • Collaborate with various team members from various disciplines to ensure complete coordination throughout each project

Responsibilities (continued)

  • Advise the Project team on the proper storage of, protection of, and processes utilizing hazardous materials
  • Assist the Contractor with obtaining the Occupancy Permits for all Project buildings
  • Review equipment and building spacing requirements per Project specifications and industry best practices
  • Oversee the testing of active fire protection systems
  • Assist in development of the facility emergency action plan including emergency egress routes, personnel accountability, etc.

Required Qualifications

  • Bachelor’s degree in fire protection engineering or engineering technology from an accredited school and five (5) years fire protection engineering related experience or minimum ten (10) years fire protection engineering related experience
  • Minimum of five years of experience in a refinery or petrochemical manufacturing facility
  • Familiarity with Building and Fire Codes as well as competent knowledge of applicable NFPA standards
  • Extensive understanding of fire protection and mitigation strategies
  • Demonstrated analytical and problem-solving abilities
  • Excellent written and verbal communication skills
  • Must be a self-starter (working effectively with minimal work direction) with above average presentation, planning, interpersonal, and organizational skills
  • Computer skills commensurate with job responsibilities
  • Previous experience with FHA development and review

Preferred Qualifications

  • Experience with fire protection design and operation
  • Previous experience with industrial firefighting and emergency response planning
