Chevron Phillips is currently seeking an Operations Representative – Logistics/Bagging/Port to join the Ras Laffan Petrochemicals Project (RLLP) to support the design and construction of a 1000 kMTA ASL Polyethylene unit and a 680 kMTA ADL Polyethylene unit, Bagging and Port infrastructure. The Operations Representative is responsible for ensuring that the RLPP Offsites (logistics, bagging, and port) design results in safe, reliable daily operations and the constructed equipment meets process, process safety and environmental requirements. This position will help ensure that the equipment is commissioned properly and results in a safe, reliable and on schedule start-up.

 

The RLLP project includes the design, construction, and commissioning of a greenfield petrochemicals complex in Ras Laffan, Qatar to produce ethylene and high-density polyethylene (HDPE). The facility will be developed and constructed in Ras Laffan Industrial City and is expected to have a 2,080 KTA ethane cracker and two high-density polyethylene derivative units with a combined capacity of 1,680 KTA.  RLPP OSBL scope is diverse covering areas that include utilities (steam, condensate, water, air, nitrogen, fuel gas, etc.), waste treatment, site development, master site plan, buildings, electrical, pipelines, chemical storage, and supply, IT and controls infrastructure, and logistics of pellet handling and bagging to container ships.

 

The reporting location of this role presents an excellent and unique opportunity in that the successful candidate could work in a variety of domestic and international locations over the next several years. The selected candidate will participate in detailed design at the Engineering Contractor office, transitioning to the project site in Qatar. As such, work locations are subject to change based on business need and requires flexibility during the 5-6-year scope of the project.

 

Responsibilities:

  • Provide capital efficient process design input resulting in safe and operable plant.
  • Provide piping and instrumentation diagram input considering capital costs, safety, environmental, operability, maintainability, and reliability.
  • Ensure plant operability during startup, shutdown, and transitional scenarios
  • Provide equipment data sheet and equipment procurement input.
  • Participate in 3D model reviews.
  • Ensure operations input into various control room design, DCS graphic development, etc.
  • Participate in control system review, alarm objective analysis and SIL reviews as well as factory and site acceptance tests as required.
  • Participate in PHA/LOPA reviews and confirm that cost effective action items are completed.
  • Participate in pre-commissioning planning with EPC company and execution assurance.
  • Assist in development of overall commissioning goals, commissioning systems and commissioning/startup sequence.
  • Plan and execute Operational Readiness activities: operating procedure development, commissioning procedure development, operator training, etc.
  • Assure constructed facility results in safe and operable plant.
  • Lead/participate in system PSSRs.
  • Facilitate safe system and overall plant startup in conjunction with balance of startup team.

 

 

Required Qualifications:

  • Minimum of a High School diploma/GED with at least 10 years of operations experience in a petrochemical company or refinery OR bachelor’s degree with at least  3 years of warehouse operations experience.
  • Previous experience as a shift supervisor or operations assistant/specialist.
  • Excellent leadership skills, communication, planning and organizational skills.
  • Commitment to stay on the project through startup and stable operation.

 

Preferred Qualifications:

  • Polyethylene bagging and warehouse experience.
  • “Grass roots” major capital project experience.
  • Experience working in the Middle East
  • Experience working with an EPC contractor(s).
  • Previous Operational Readiness planning and execution experience.
  • New asset (bagging lines) commissioning experience.
  • Previous HAZOP/LOPA experience.

 

Work Location:

  • Detailed Design Engineering could be performed in the United States, Qatar or internationally
  • Construction of RLPP will be in Ras Laffan, Qatar
  • Up to 100% international travel will be required and relocation to Qatar for construction through start-up
