The Multi-Site Procurement Manager is accountable for overall continuity and successful delivery of site specific procure-to-pay tasks, procurement issues resolution and management interface for multiple sites. Through close alignment with the site leadership teams, the Multi-Site Procurement Manager is responsible for assuring customer satisfaction with Global Procurement at the sites. This position will have an in-depth understanding of business requirements and ensure the supply base maximizes service delivery, while at the same time reducing maverick and ad hoc purchases.  The Multi-Site Procurement Manager will be responsible for driving adoption of sourcing strategies internally as well as ensuring compliance with key processes and supplier contracts. This role is the primary liaison and communication hub between site personnel, key suppliers and center-led departments of Global Procurement.  This position is located in The Woodlands and responsible for procurement support to the Conroe Plant, Drilling Specialties Lab, Bartlesville, Kingwood and Headquarters. 

 

 Position Roles & Responsibilities:

  • Responsible for the reliable delivery of goods and services at facility(s); responsible for customer service and follow-through from the center-led Global Procurement departments
  • Responsible for negotiating progress payments associated with non-contracted purchases for the sites
  • Serve as the Procurement point of contact for Turnaround support at site(s) with deliverables and action items specific to Turnaround execution
  • Partner with the local Projects Group and serve as the Procurement point of contact for Capital Projects at the site(s)
  • Manage qualification/pre-qualification of on-site contractors; maintain Approved Contractor List for site(s)
  • Engage with EHSS and sites to ensure EHS-5180 compliance
  • Create monthly Simple Site Metrics and attend monthly staff meeting and bi-monthly KPI meetings
  • Site contact for Procurement Buying Channel and site SME for when ProCard use is acceptable
  •  Facilitate supplier relationship meetings, as needed
  • Monitors and reports key performance indicators to ensure efficient and effective process and resource utilization for site(s)
  • Build, manage and maintain strategic relationships with internal stakeholders
  • Communicate business needs, ensuring that supplier’s materials and services meet clients’ evolving business requirements
  • Serve as a site liaison and resource to assist the stakeholders with the use of procurement systems and methods (SAP, SAP Ariba, ProCard, etc.)
  • Lead and facilitate multiple site improvement teams with key suppliers with guidance from Category Management and Contract Owners
  • Serve as the point of contact for multiple site-specific audits (i.e. Quality, SOX, Customer, Site Safety, etc.)
  • Form effective partnerships with clients and teams impacting service delivery (management, technology teams, vendors)
  • Implement methodologies to measure customer satisfaction and enhance service delivery
  • Engage in other assignments and special projects as necessary

 

 

Required Qualifications:

  • Bachelor’s Degree in Purchasing, Supply Chain Management, Business or 10 years of equivalent related Procurement experience
  • Minimum of 5 years manufacturing or commercial experience
  • Proven experience with Business Communications including general knowledge of contracting, an understanding of the legal framework of business and a general understanding of compliance and risk from a business perspective
  • Have a thorough understanding of procurement processes and systems, including payments, storehouse, materials purchasing, services purchasing, and contract management
  • Be detail oriented to ensure accurate work product on a consistent basis
  • Possess project management and organizational skills
  • Customer focused, punctual and displays a sense of urgency
  • Ability to work independently and as a highly functioning team member
  • Ability to influence the work product of others who are not directly under their authority

 

Preferred Qualifications:

  • Contract negotiations and Strategic Sourcing experience
  • Supplier relationship experience (managing significant internal stakeholders and external supplier relationships at multiple levels in their organizations)
  • Proven strong capability and experience driving compliance with procurement policies and practices
  • Have excellent verbal and written communication skills
