We are currently seeking a talented individual to be our Electrical, Instrumentation, and Controls (IEC) Turnaround Specialist at our facility in Baytown, TX.  This position is responsible for leading cross-functional teams in developing, challenging, defining, planning, scheduling turnaround scope, as well as coordinating the execution of IEC scope during the event.  The successful candidate will also work with the Turnaround Team and Procurement in bidding, technical evaluations, and selection of IEC contractors.


This position requires a high performing employee competent in Electrical, Instrumentation, Process Control (DCS, PLC) and Process Safety Systems (SIS, IPL) to provide support and expertise for all Cedar Bayou Turnarounds.




The IEC Turnaround Specialist is a position of leadership in FEL planning, pre-turnaround and turnaround execution such that the ultimate goals of the turnaround project are met (safe, meet AFE cost and schedule, production startup). 


  • Lead the Instrument, Electrical, and Process Control Sub-teams in completing TAPS deliverables by target dates, track progress, and take action necessary to ensure deliverable due dates are met.
  • Participate on turnaround teams developing and documenting key execution plans for Logistics (real estate, offsite pipe and equipment, rental equipment, temporary power, housekeeping, IT), Start of Work, and Mobilization.  Also, actively participate as a turnaround team member for other execution plans being developed for operations, health and safety, environmental, quality, controls, etc.
  • Lead the Instrument, Electrical, and Process Control planning and scheduling effort through managing contractors and company employees to minimize downtime while meeting project objectives with best practice tools.  Ensure all planning and scheduling is integrated and agreed by Core team stakeholders through quality reviews and documenting consensus.
  • Participate in the development of IEC turnaround project risk, appropriate mitigation plans, and develop contingency sufficient to manage within AFE targets
  • Lead constructability reviews of integrated IEC expense and capital scope, seeking opportunities to reduce risk, share resources, optimize time, etc.
  • Ensure that additional IEC scope after the freeze date is turnaround required, and if approved is properly planned and integrated into turnaround plans.
  • Participate in contracting and material procurement strategies for IEC, such that safe and quality materials and contractors are available when needed to meet required timing
  • Coordinate IEC contractor staffing (onboarding, training, logistics, etc.) and lead coordination of all relevant Operations activities during turnaround events to meet schedule and cost as planned
  • Ensure proper IEC updates to schedule and cost during turnaround events so the Turnaround Leadership team can make necessary adjustments to meet event objectives
  • Assist in development of detailed QA Plans in concert with the Equipment Reliability Group IEC Representatives
  • Assist in developing the IEC post-turnaround report and lessons-learned report, and close all financial claims and commitments in a timely manner
  • As a member of the corporate Turnaround Team and corporate Projects Group, participate in turnaround improvement initiatives, peer reviews, and development and sharing of standard work practices




  • High School Diploma or GED
  • 10+ years of combined chemical/refinery electrical and instrument experience with 2+ years being involved in turnarounds and/or a member of maintenance leadership
  • Experience using SAP and standard MS Office software
  • Primavera and NaviTrack experience a plus
  • Expected Skills and Abilities:   commitment to safe execution, able to adapt plans based on data and observations, understand project control principles and Primavera as tools, team facilitation and building, understanding of contractual terms and conditions, long term/big picture planning, competent in the maintenance of chemical plant IEC equipment
  • Desired Skills and Certifications: Certified Electrician, Certified Instrument Technician
