This position in the Environmental Department will be responsible for assisting the business in maintaining environmental compliance by providing day-to-day environmental oversight and support to operating units, developing and negotiating environmental permits, developing compliance management systems, training personnel and evaluating performance. This position will interface with other plant locations and corporate staff groups for compliance tracking and performance improvement goals; and act as Plant contact with various agencies, including the U.S. Environmental Protection Agency (EPA), Texas Commission on Environmental Quality (TCEQ) and Harris County Pollution Control Department.

 

Key job responsibilities include:

  • Managing applicable federal, state, and local regulations and permits as they relate to company operations and develop compliance strategies for the same.
  • Working closely with Operations, Maintenance and other support departments to develop and implement strategies/procedures on maintaining environmental compliance.
  • Developing methods and assembling data for environmental compliance reports, general enforcement issues, metrics and performance tracking.  Prepare and submit these reports in a timely manner to meet required deadlines.
  • Evaluating gaps, making recommendations, and aiding in implementing solutions to maintain environmental compliance.
  • Preparing impact review and implementation of regulatory changes including advising and leading the necessary efforts to integrate the new requirements with the affected plant organizations and contractors.
  • Providing environmental training to operations, maintenance, and other departments as required.
  • Having a Focus on Safety and implement Stop Work Authority.
  • Implementing ICARE, Tenets and Guiding Principles.
  • Providing assistance to ensure compliance with agreed orders and other legal documents.
  • Conducting environmental inspections/audits to evaluate the Company’s compliance with applicable permits and federal, state, and local regulations.
  • Maintaining a strong relationship with federal, state and local regulators.
  • Representing the company to regulators, the public and trade organizations.
  • Representing the company during agency inspections and negotiations.
  • Serving as an internal consultant, providing environmental expertise on air quality compliance and permitting, emissions and release calculations, wastewater system design and operation, and pollution prevention strategies for various expense and capital projects.   

 

Requirements:

  • Minimum of 5 years Chemical/Refinery with experience in environmental permitting and compliance.
  • Minimum of a Bachelor’s of Science degree, Engineering preferred, from an accredited college.
  • Proficiency in understanding and communicating the technical aspects of complex environmental laws and regulations, including but not necessarily limited to the following:  federal NSPS (e.g. DDD, VV, D/Db/Dc, Kb, IIII, JJJJ, others), NESHAP (e.g. BWON), MACT (EMACT, MON, Boiler MACT, RICE MACT, others); state VOC and NOx regulations; LDAR programs; GHG and criteria pollutant emissions inventories; and NSR and Title V permitting.
  • Effective at working with engineering, operations, maintenance, co-workers, company management, and contract personnel, both individually and in a team environment. Ability to resolve conflicts with other functional groups and reach agreements with those groups.  
  • Self-motivated (operating with minimal day-to-day work direction) with above-average presentation, writing, planning, interpersonal, and organizational skills.
  • Communicate effectively at all levels in the organization.
  • Be able to handle multiple tasks concurrently and meet deadlines.

 

Preferred Qualifications:

  • Bachelor's or Master’s Degree in Chemical, Civil, or Mechanical Engineering.
  • Knowledge of chemical process unit operations and wastewater management systems, as well as applicable federal, state, and local environmental laws, permits and regulations.
  • Extensive capabilities in Microsoft Excel, Word, and PowerPoint software required; experience with Microsoft Access and/or specialty applications a plus.
