Purpose/Introduction

The OE/PSM Specialist is accountable for assisting the site PSM Supervisor in achieving and maintaining its goal of zero process safety incidents and unequivocal compliance with CPChem PSM requirements and OSHA Regulation 29 CFR 1910.119, Process Safety Management, EPA Regulation 40 CFR 68, Chemical Accident Prevention or their equivalents. The position also serves as the OE Coordinator for both Kingwood and Bartlesville R&T facilities. This position will strive to apply a risk-based analytical approach to all applicable areas of process operations.

Responsibilities

OE

  • Site contact and coordinator for BRTC PSM Compliance Audits and Operational Readiness Reviews.
  • Site contact and coordinator for KRTC Operational Readiness Reviews.
  • Coordinate the annual BRTC site OE/PSM & KRTC site OE review.
  • Manage KRTC & BRTC Audit/Review action items in KMS to completion.
  • Coordinate the OE/RMS Gap Analysis Process for both BRTC & KRTC.
  • Acts as the sites OE contact/facilitator and attends the CPChem OE meetings/calls.
  • Provide monthly OE/RMS summary to KRTC & BRTC site leadership.
  • Maintain BRTC RMS Progress Tracking sheet.
  • Participate in the BRTC Policy committee (EPIC).
  • Serve as BRTC Incident Review Committee (IRC) lead.
  • Participate in incident investigations as needed/requested.

Responsibilities (continued)

PSM

  • Provide support to the PSM Supervisor in areas of Corporate PSM and OE initiatives.
  • Provide support to drive PSM performance against agreed key performance indicators.
  • Participate in Identifying and eliminating high risk process safety hazards and/or improving the operability of process systems.
  • Acting to foster employee participation in PSM work processes.
  • Assisting employee involvement in elements of OE & PSM.
  • Provide support for assuring elements of PSI are defined for the facility.
  • Provide support to ensure PHAs and facility risk analyses as needed.
  • Provide support to PSM covered facility personnel to assure that operating procedures include all aspects and elements of operation required by regulation/legislation and company requirements.
  • Assist in assuring that employee training plans contain specific, appropriate PSM training for required employees.
  • Participate in MOCs (hazard evaluations & PSSRs) team meetings and assist in NOC quality checks.
  • Serve as MOC process SME.
  • Assist site as one of the sites KMS Administrators.

Working Relationship

  • This position reports directly to the R&T PSM Supervisor.
  • This position also liaises with:
    • Regulatory authorities;
    • Facility Personnel
    • Corporate EHS
    • Other facilities and personnel; and
    • Contractors and vendors.

Required Qualifications

  • Degree in Engineering or related field.
  • Minimum of two years of experience.
  • Basic awareness of Process Safety and Risk Management principles.
  • Participatory experience in PSM related activities (PHAs, MOC’s, incident investigations, audits, etc…).
  • Ability to quickly develop PSM competency.
  • Computer skills commensurate with job responsibilities.
  • Good written and verbal communication skills.
  • Demonstrated analytical and problem solving abilities.
  • Good personal and interpersonal skills.
  • Ability to work in flexible environment.
  • Ability to work with diverse group of people ranging from operations staff to technical staff to management team.
  • Team and meeting facilitation skills.
  • Customer focus and results driven.

Preferred Qualifications

  • 2 years’ experience in Process Safety Management (PSM)
