The I&E Reliability Engineer at the Borger, TX plant, will provide the day-to-day instrumentation and electrical engineering support to the plant maintenance department.



  • Partner with Operations to proactively identify threats to plant availability and recommend cost effective mitigation strategies and tactics.
  • Provide I&E technical support to maintenance, turnarounds, and operations in troubleshooting equipment and/or operating problems.
  • Develop and maintain asset care strategies for instrumentation, electrical, and control equipment including preventative maintenance, predictive maintenance, maintenance procedures, spare parts, craft competencies, contractor and third-party shop evaluations, failure investigations, and key performance indicators to track program effectiveness.
  • Drive the plant bad actor elimination program for instrumentation, electrical, and control equipment including root cause failure analysis and corrective action plans.
  • Resolve and plan for obsolescence issues concerning the facilities instrumentation, electrical, and control systems
  • Oversee and provide support for in-plant and off-site repairs of I&E equipment.
  • Oversee I&E equipment installation and commissioning with a focus on quality and safety.
  • Design and execute smaller maintenance/reliability-type projects including modification and/or addition to the facility's instrumentation, control (DCS, PLC, etc.), motors, motor control systems, and process analytical systems.
  • Serve as the contractor site representative to manage I&E contractors engaged in maintenance and reliability; ensure jobs are done correctly and safely.
  • Assist Project Engineering in reviewing new I&E projects. Ensure that project objectives including safety, technical correctness, budget, constructability, schedule, maintainability, and operability are met. Review and approve I&E specifications, drawings, and other documentation; and assist in compiling construction packages

  • Establish and track key performance indicators to identify gaps in maintenance performance and make improvement-recommendations.
  • Follow Borger specific and corporate practices, standards, guidelines, and procedures for preparation of estimates, scopes, specifications, design, and other deliverables
  • Develop hardware, software, functional and user specifications for I&E systems and associated components
  • Participate in plant Management of Change process as the I&E subject matter expert.
  • Maintain an effective rapport with Maintenance, Operations, Safety, and Project Engineering groups.

Required Qualifications


  • Bachelor of Science degree in Electrical Engineer from an accredited university
  • Minimum of 3-year experience with an operating company (chemical or refining) in a maintenance department
  • Working knowledge of both instrumentation and electrical reliability systems
  • Experience working with hourly work force
  • Experience in troubleshooting equipment and/or operating issues
  • Working knowledge of low and medium voltage (5-15kV) electrical equipment incl. switchgear, MCC,VFD, and motors
  • Working knowledge of process instrumentation, and valves.
  • Working knowledge of control systems incl. PLCs
  • Working knowledge of industry codes and standards
  • Experience in networking with internal and external resources incl. vendors and contractors, to develop effective solutions to equipment issues.
  • Must possess excellent leadership skills and demonstrate the ability to interact well with others.
  • Must be familiar with and able to work in Microsoft Office applications including Word, Excel, Outlook, Teams, and Access.

Preferred Qualifications


  • Experience with Electrical Safe Work Practice (NFPA 70E).
  • Ability to interpret the National Electric Code.
  • Experience with ETAP software for model development of plant electrical system.
  • Familiarity with maintenance and installation design of instrumentation technologies including, but not limited to pressure, temperature, level, and flow.
  • Familiarity with instrumentation communication including 4-20 mA loops, HART, and Foundation Fieldbus.
  • Experience programming and troubleshooting Allen Bradley PLCs using both RSLlogix 500 and RSlogix 5000.
