Chevron Phillips is currently seeking a Process Safety Engineer to join the Manufacturing organization located at the Cedar Bayou Plant in Baytown, Texas. The Process safety Engineer is responsible for technical leadership and execution of the Process Safety Management (PSM) Program and Risk Management Plan (RMP) at one or more operational areas of the Cedar Bayou Plant.  Additionally, this individual will be responsible for program management, optimization, and continuous improvement of one or more of the subprograms, including PHA, MOC, PSI, Facility Siting, Combustible Dust Management, etcetera.


This position requires participation in rotating on-call duty.



Key Job Responsibilities:

  • Serve as focal point for the development of Process Safety Information (compatibility matrices, safety equipment specifications, consequences of deviations, critical operating parameter development, etc.).
  • Support the facility Process Hazard Analysis process by providing expertise on the HAZOP/LOPA process and facilitating project What-if reviews, as necessary.
  • Support the Mechanical Integrity program by assisting with classification of mechanical integrity covered equipment, inciting execution of inspection, testing, and preventative maintenance per the defined scope and frequency, and ensuring proper risk management of deficiencies.
  • Support the Management of Change and Pre-start-up Safety Review process by providing training, oversight, and consultation, participating in hazard evaluations, and auditing the process.
  • Support the compliance auditing and performance measurement processes and assist in conducting formal internal audits of the various PSM program elements.
  • Support the site Incident Reporting and Investigation processes by classifying and reporting process safety events, participating in the applicable Area Incident Review Team (IRT), and supporting higher level investigations as a Why Tree trained leader or participant.
  • Support facility siting/building siting processes by ensuring program effectiveness and compliance.
  • Lead and/or conduct Consequence Analysis studies that generate a better understanding of the consequences of process incidents including building and facility siting. Oversee risk mitigation studies including leading or coordinating facilitation.
  • Review and approve new chemical requests.
  • Maintain the area master IPL list.
  • Support maintenance of the EPA Risk Management Plan (RMP) and associated off-site consequence analysis and documentation.
  • Complete monthly Process Safety Metrics compilation, review, and dissemination. Review, verify, and approve Process Safety related action items for completion.
  • Increase Process Safety awareness and fluency in assigned area(s).


Required Qualifications:

  • Minimum education of bachelor's Degree in Chemical Engineering, Mechanical Engineering, or related field
  • Minimum of 3 years of experience in a refinery or petrochemical manufacturing facility
  • Ability to accommodate participation in rotating on-call duty
  • Demonstrated understanding of Process Safety and Risk Management regulations
  • Demonstrated analytical and problem-solving abilities
  • Strong written and verbal communication skills
  • Solid interpersonal skills with ability to work effectively in a team environment
  • Computer skills commensurate with job responsibilities


Preferred Qualifications:

  • In-depth knowledge of Normal Alpha Olefins (NAO), Polyalphaolefins (PAO), 1-Hexene, Ethylene, or Polyethylene technologies
  • Demonstrated experience in participating in hazard analyses, risk analyses, incident investigations, and/or PSM compliance audits
