Chevron Phillips Chemical Company is seeking a Project Engineer/Specialist to join our team at the Cedar Bayou Facility located in Baytown, Texas. This position is responsible for the hands-on development and execution of capital and expense projects using a staged gate approval process (Chevron Project Development and Execution Process, CPDEP). The Project Team at Cedar Bayou currently manages projects of up to $20MM with the majority of projects ranging from $0.5MM to $5MM in TIC.


Key Job Responsibilities:

  • Responsible for the overall personnel/process safety and environmental performance of the projects assigned
  • Build and manage an integrated project team comprised of all stakeholders and disciplines necessary to achieve the projects objectives from project creation through project close out. Responsible for proper communication within the project team and all stakeholders
  • Manage the development, approval, and implementation of all CPDEP deliverables and project required documents
  • Develops and presents stage gate reviews with the Guidance Review Team (GRT). Manage and control the development of the project work scope in alignment with the project boundaries and objectives approved by the GRT
  • Manage the vetting and justification of all scope changes in adherence with the project change management process
  • Manages the project Management of Change process and coordinates HAZOP reviews
  • Management of the project schedule and cost to meet the project objectives and milestones which include:
    • Responsible for coordinating the development, review, and approval of cost estimate and schedule. Facilitates reviews with the project team and Subject Matter Experts (SMEs). Works closely with the Project Controls Team
    • Provide accurate monthly cost forecast and weekly schedule updates for all assigned projects
    • Development and implementation of procurement strategy including vendor proposal reviews with the project team and selection of preferred vendors. Works closely with Procurement and the Facility Construction Group
    • Development and submission of Authorization for Development (AFD) and Authorization for Expenditure (AFE)
  • Provide oversight for all engineering and design activities and facilitate the review and approval of all documents for adherence to design and safety specifications. Ensures QA/QC plans are in place and properly followed and executed
  • Provide oversight and work with the Facility Construction Group to ensure that field installation is performed in accordance with all safety polices, standards, and per the IFC package
  • Review, approve/reject, and track all field installation changes and the associated cost and schedule impact to the project
  • Manage the development and implementation of operational readiness including all training, procedures, and equipment records updates required for the project. Provide technical support during commissioning and start-up
  • Coordinate all PSSR meetings and verification that all pre and post startup MOC items are completed
  • Completion of all project closure documentation including lessons learned, project cost evaluation, and business system closure in SAP


Required Qualifications:

  • Bachelor’s Degree in Engineering, Construction Management or related discipline
  • Minimum 3 years of experience within the petrochemical or refinery industry
  • Proficient in utilizing Microsoft Office computer applications
  • Strong personal commitment to safety along with strong leadership skills and the ability to coordinate multi-disciplined teams
  • Excellent verbal and written communication skills, strong organizational skills, and the ability to manage multiple tasks and projects in various stages of implementation


Preferred Qualifications:

  • Hands-on project management experience and knowledge of project scheduling and cost estimating principles
  • Knowledge of Chevron Project Development and Execution Process (CPDEP) or similar project staged gate approval process
  • Experience managing projects with a TIC greater than $2MM
  • Knowledge of Industry and Company design standards and specifications
