Introduction

 

Chevron Phillips Chemical is seeking an Environmental Engineer to join the Environmental, Health, Safety, & Security (EHS&S) team for the Golden Triangle Polymers (GTP) facility located in Orange, TX. This is an exciting opportunity to utilize your experience and be part of a team contributing to the design, startup, and operation of a new plant from the ground up. 

 

The Environmental Engineer is responsible for implementing systems, policies, and procedures for ensuring compliance with applicable federal, state, and local environmental air regulations, as well as adherence to company policies, procedures, and best practices. During the project construction phase, this position will be involved in developing and championing tasks from the EHS&S Operational Readiness Plan. Following startup, the job functions will transition to a more traditional role characterized by normal plant operations. The position reports directly to the Environmental Superintendent and will also support the project Environmental Lead, as directed by Environmental Superintendent.

 

This position will be assigned to the project location in Orange, TX and will transition to ongoing operations following commissioning and startup with an expected commitment through stable start-up operations. 

 

Responsibilities

  • Manages regulations and permits related to company operations
  • Develops and implements strategies to maintain environmental compliance
  • Develops methods and assembles data for environmental compliance reports and performance tracking
  • Evaluating gaps and helps deploy environmental compliance solutions
  • Prepares impact review and implements regulatory changes including advising and leading the necessary efforts to integrate the new requirements with the affected plant organizations
  • Provides environmental training to operations, maintenance, and other departments 
  • Maintains environmental compliance database 
  • Ensures compliance with agreed orders and other legal documents
  • Conducts environmental audits to evaluate compliance with permits and regulations
  • Maintains a solid relationship with federal, state, and local regulators
  • Represents the company to regulators, the public, and trade organizations
  • Represents the company during agency inspections and negotiations
  • Serves as an internal consultant on environmental projects and solutions
  • Accountable for evaluating, interpreting, and applying environmental laws, regulations, and permits to the operation of the facilities in states where operating.  Identifies gaps and makes recommendations for improvement.
  • Evaluates Management of Change (MOC) to ensure environmental compliance and attend the MOC evaluation meetings.
  • Participates in the JSA process as an environmental representative
  • Develops and implements air permitting strategies for modifications and lead or support permitting activities underway.

Required Qualifications

  • High School Diploma/GED
  • A minimum of 7 years’ experience with a solid working knowledge in Texas Commission on Environmental Quality (TCEQ) OR EPA air regulations.
  • A strong knowledge of federal NSPS, NESHAP, NSR, MACT and Title V standards.
  • Effective at working with Technical, Operations, Maintenance, co-workers, CPChem management, and contract personnel, both individually and in a team environment. Ability to resolve conflicts with other functional groups and reach agreements with those groups.
  • Excellent interpersonal skills and superior written/verbal communication skills.

 

Preferred Qualifications

  • 15+ Years experience as an environmental professional in the petrochemical industry.
  • Engineering Degree.
  • Knowledge and experience in Title V and NSR permitting, compliance, monitoring/testing, recordkeeping, and reporting requirements.
  • Ability to solve complex challenges associated with environmental requirements, considering both long-term and short-term impacts which may include consideration of competing priorities such as technical/engineering, economic, regulatory, legal, safety, community, and schedule, among others.
  • Knowledge of chemical process unit operations and wastewater management systems.
  • Knowledge and an in-depth understanding of the manufacturing Polyethylene and Ethylene production units and processes to which the regulations and requirements must be applied.
  • Knowledge and an in-depth understanding of MON, DDD, and EMACT
  • Knowledge and experience with MPGFs (multi-point ground flares)
  • Experience with environmental data acquisition systems and electronic environmental management systems/software and environmental metrics spreadsheets/related database tools.
