Purpose/Introduction
Chevron Phillips Chemical is seeking an Environmental Superintendent to join the EHS&S team for the new Golden Triangle Polymers Company facility located in Orange, Texas. This is an exciting opportunity to utilize your experience and be part of a team contributing to the design, startup, and operation of a new plant from the ground up. This position will be assigned to the project location in Orange, TX and will be a permanent position and member of the EHS&S team upon project completion. This position reports directly to the EHS&S Manager.
Initially, the Environmental Superintendent will be responsible for technical leadership and execution for environmental throughout the project phase and into run and maintain phase. The qualified candidate will support all project scopes in all aspects of environmental operational readiness. Additionally, this role is responsible for ensuring compliance with all federal/state regulations, industry standards as well as adherence to CPChem policies, procedures, and implementation of company best practices in alignment with contract documents. The successful candidate must be able to think creatively and provide innovative solutions to environmental-related problems facing the project. Following startup, the job functions will transition to a more traditional role characterized by normal plant operations, appropriate planning for turnaround/ shutdowns, and timely professional response to environmental events. #HPCP
Responsibilities
- Communicating environmental issues and progress with plant personnel from operations field personnel to facility management.
- Interfacing with regulatory agencies with respect to permitting, audits, investigations and other enforcement matters along with corporate environmental and legal.
- Providing expertise and consultation on environmental programs and issues.
- Tracking/reporting plant wide environmental performance metrics; providing regulatory updates (new and revised), and training plant personnel.
- Managing, leading and developing direct reports.
- Developing and maintaining group budget.
- Participating in due diligence activities.
- Working with adjacent facilities environmental staff and with local groups on regulatory and advocacy issues.
Skills / Abilities
- Demonstrated working knowledge of Federal NSPS, NSR, and MACT standards.
- Demonstrated working knowledge of RCRA waste and NPDES water regulations.
- Demonstrated working knowledge of State of Texas Environmental Electronic Reporting System (STEERS).
- Demonstrated working knowledge of SAP system.
- Demonstrated working knowledge of Stackvision and Environmental Management Systems.
- Demonstrated knowledge and strong understanding of TCEQ state and EPA federal environmental regulations and agency processes and permitting.
- Ability to draft and review comprehensive facility environmental procedures and operational manuals.
- Ability to communicate and interface effectively at all levels of the organization.
- Ability to negotiate and advocate on behalf of the facility.
- Ability to multitask and deliver multimedia deliverables in a timely manner.
- Developed presentation, writing, planning, interpersonal and organizational skills.
- Demonstrated ability to lead teams to implement environmental regulatory initiatives, projects, and systems.
- Strong intra-company and inter-company networking skills.
- Demonstrated effective communication skills with environmental regulatory agencies and the public.
Required Qualifications
- Minimum of a bachelors degree in a science or engineering field and at least 7 years of environmental regulatory or industrial related experience.
- Must have at least 5 years of supervisory experience.
Preferred Qualifications
- Knowledge of plastic and olefins manufacturing processes and associated regulatory requirements.
- At least 10 years of Environmental regulatory experience.
- At least 7 years of supervisory experience.
