Purpose/Introduction
Chevron Phillips Chemical (CPChem) is seeking a Health & Safety Superintendent for the Golden Triangle Polymers (GTP) facility located in Orange, TX. The Health & Safety Superintendent reports directly to the EHSS Manager and is a key member of the EHSS Leadership Team. The Health & Safety Superintendent provides comprehensive leadership and oversight for the development, implementation, and performance of Health and Safety programs across the GTP facility. This position is also responsible for leadership, guidance, mentoring, and direction to the Health, Safety, Security and Emergency Response organizations, who’s primary responsibility is to provide regulatory and company policy competency guidance as well as program execution support to the GTP facility. This individual will possess strong leadership skills, strong organizational and planning capability, and understands how to effectively manage others to meet department, site, and company goals.
Initially, this role will be responsible for technical leadership and execution for health and safety throughout the project phase and into run and maintain phase. The qualified candidate will support all project scopes in all aspects of health and safety operational readiness. Additionally, this role is responsible for ensuring compliance with all federal/state regulations, industry standards as well as adherence to CPChem policies, procedures, and implementation of company best practices in alignment with contract documents. The successful candidate must be able to think creatively and provide innovative solutions to health and safety-related problems facing the project. Following startup, the job functions will transition to a more traditional role characterized by normal facility operations, appropriate planning for turnaround/shutdowns, and timely professional response to health and safety events. #HPCP
Responsibilities
- Provide appropriate regulatory/technical expertise and leadership for the comprehensive management of safety, health, emergency response and security systems.
- Provide effective leadership and mentoring to Health and Safety, Emergency Response, and Security direct reports and contractors in providing plants with appropriate technical and in-the-field support; prioritize day-to-day safety and health, emergency response, and security activities.
- Manage strategic initiatives to develop programs and procedures for Health and Safety, emergency response and security management systems.
- Manage expense/capital budgets related to improving personnel safety, medical, industrial hygiene, security, and emergency response systems.
- Present new ideas to improve the facility’s safety cultures, in pursuit and achievement of zero injuries and incidents.
- Interpret regulatory requirements and changes which impact areas of accountability; communicate changes and ensure that plant policies, procedures and systems are in place to meet these requirements.
- Advise GTP management and Corporate EHSS organizations of the recordability of injuries and illnesses. Ensure appropriate internal and external reporting of incidents is completed thoroughly and according to prescribed timelines.
Responsibilities (continued)
- Prepare safety plans and provide required field support for major capital projects and turnarounds.
- Develop, maintain, and report appropriate key indicators for performance tracking metrics.
- Develop and lead the site EHSS steering committee.
- Review incident investigations with other plant employees to ensure adequate corrective actions have been established to prevent reoccurrence.
- Coordinate Insurance Surveys, Corporate OE Reviews and other audits as required.
- This position will be required to effectively administer policies and programs consistent with corporate and local objectives, regulatory requirements, and established industry best practices.
- This position interacts with direct reports, plant operations, plant maintenance, contractors, as well as the leadership of all these internal departments and contractors.
Skills / Abilities
- Self-starter and ability to multi-task.
- Strong communication skills.
- Working understanding of OHSA laws and regulations.
- Proficiency with OSHA rules and regulations and ability to provide simplified interpretations of the same.
- Working knowledge of Behavior Based Safety (BBS) programs.
- Experience conducting hazard assessments, leading incident investigations, and facilitating internal audits.
- Willingness and ability to receive and respond to calls 24 hours per day.

- Demonstrated willingness and ability to resolve conflict and achieve resolution with other functional groups regarding complex situations.
- Demonstrated willingness and ability to provide appropriate and timely safety and health services, leadership, and counsel to the SCO site.
- Demonstrated willingness and ability to prioritize work for self and team to maximize support to site.
- Demonstrated ability to influence and/or manage expectations.
- Effective and efficient written and verbal communication; team and meeting facilitation; system development and deployment; and overall leadership.
- Proficiency with MS Office software, including MS Word and Excel, and VisiumKMS.
- Working knowledge of OSHA Voluntary Protection Program (VPP).
Required Qualifications
- Bachelor of science degree in safety and health or a closely related field.
- A minimum of seven (7) years industry experience.
- A minimum of five (5) years of health and safety experience in industry.
- A minimum of three (3) or more years supervisor experience.
Preferred Qualifications
- 10+ years industry experience.
- Advanced degree in Safety and Health.
- Five (5) or more years supervisor experience.
- Certified Safety Professional.
- Member of Emergency Response Team.
- Trained/certified in incident investigation methodologies (Root Cause Analysis, Why Tree, 5 why, etc.).
- SAP experience.
