Purpose/Introduction

Chevron Phillips Chemical is seeking an Operational Excellence (OE) Coordinator to join our team at the Golden Triangle Polymers (GTP) facility located in Orange, TX. This is an exciting opportunity to utilize your experience and be part of a team contributing to the design, startup, and operation of a new plant from the ground up.

 

The OE Coordinator will support the entire facility by applying an analytical approach to achieving compliance in all applicable areas of Operational Excellence. The position reports directly to the PSM Superintendent within the facility’s Environmental, Health, Safety and Security (EHSS) Department and liaises with facility personnel, Corporate EHSS, contractors, vendors, other facilities’ personnel.

 

This position will be assigned to the project location in Orange, TX and will transition to ongoing operations following commissioning and startup with an expected commitment through stable start-up operations.  #HPCP

Responsibilities

  • Provide a systematic approach to assess and align facility policies and behaviors with Global Operational Excellence Standards (GOES).
  • Coordinate OE/RMS Gap Analysis Process and maintains OE/RMS progress tracking sheet.
  • Provide monthly OE/RMS Summary to GTP Leadership Team
  • Assist in procedure update activities, as required, including the use of Smart Procedures.
  • Provide support to assure that operating procedures meet regulation/legislation and company requirements.
  • Provide support for various EHSS training initiatives.
  • Serve as site contact and coordinator for PSM Compliance Audits and Operational Readiness Reviews.
  • Manage action plan development in response to internal and external audits/reviews

Responsibilities (continued)

  • Manage audit/review action items in VisiumKMS to completion.
  • Coordinate annual site OE/PSM Self-Reviews.
  • Serve as facility OE representative on the CPChem OE Deployment Team.
  • Facilitate the Policy Review Committee.
  • Lead Incident Investigation Team Lead Training and Facilitator Why-Tree Training.
  • Serve as Incident Review Committee (IRC) Lead, facilitate weekly IRC meetings, and ensure timely progression of the incident investigation process.
  • Participate in incident investigations as needed/requested.

Responsibilities (continued)

  • Facilitate preparation, submission, and review of EHSS Monthly Metrics w/ GTP Leadership Team, Facility personnel, and corporate support groups
  • Serve as GTP VisiumKMS Administrator
  • Facilitate Records Management Process.
  • Serve as Facility Risk Coordinator, collaborate with all organizations at the facility to identify top risks and assist with developing mitigation plans.
  • Facilitate Responsible Care Audits and Insurance Surveys.

Required Qualifications

  • High School Diploma/GED with at least five (5) years of relevant manufacturing experience.
  • Proficient with MS Office
  • Good written and verbal communication skills.
  • Demonstrate analytical and problem-solving abilities.
  • Good personal and interpersonal skills.
  • Ability to work with diverse groups of people ranging from Operations Staff to Management Team.
  • Keen ability to multitask several efforts in parallel.
  • Team and meeting facilitation skills.
  • Customer focus and results driven.

Preferred Qualifications

  • Bachelor's degree in relevant field of study.
  • Prior experience in GOES.
  • Experience with Smart Procedures.
  • Experience Leading Incident Investigations.
  • Experience presenting reports to senior management.
