Purpose/Introduction

Chevron Phillips Chemical (CPChem) is seeking a Safety Specialist to join the Environmental, Health, Safety, & Security (EHS&S) team for the Golden Triangle Polymers (GTP) facility located in Orange, TX. This is an exciting opportunity to utilize your experience and be part of a team contributing to the design, startup, and operation of a new plant from the ground up.

 

The Safety Specialist will be responsible for the development and implementation of occupational health safety & security (HS&S) and contractor safety programs, along with HS&S policies, and procedures.  This position will support the GTP facility in all aspects of HS&S.  Additionally, this role is responsible for ensuring compliance with all federal regulations, industry standards as well as adherence to CPChem policies, procedures, and implementation of company best practices in alignment with contract documents. The successful candidate must be able to think creatively and provide innovative solutions to safety/security-related problems facing the project. Following startup, the job functions will transition to a more traditional role characterized by normal plant operations.  #

 

This position will be assigned to the project location in Orange, TX and will transition to ongoing operations following commissioning and startup with an expected commitment through stable start-up operations.  #HPCP

Responsibilities

  • Developing, implementing, and maintaining written occupational HS&S strategies, programs, policies, and procedures.
  • Ensuring compliance with company, local, state, federal, and OSHA rules and regulations.
  • Keeping abreast of new and changing laws and regulations and taking appropriate action to ensure compliance and communication to appropriate stakeholders.
  • Plan, develop, and manage facility guidelines and training on HS&S protocols to achieve compliance with Operational Excellence policies regarding people and assets.
  • Ensures the effectiveness of HS&S programs by conducting HS&S management program reviews/audits to identify opportunities for continuous improvement.
  • Provides Subject Matter Expertise (SME) in support of HS&S projects and initiatives while working on cross functional teams and work groups.
  • Participates in Company's HS&S Best Practices Team.
  • Leads and/or participates in formal Incident Investigation techniques (Root Cause Analysis, 5-why, fault tree analysis, etc.)

Responsibilities (continued)

  • Collaborates with Contractor Site Rep to review HS&S programs and other required data.
  • Determines the appropriate level of HS&S orientation/training required for the Contractor Company in cooperation with the Site Rep.
  • Provide Contractor HS&S guidance to Contractor Companies.
  • Monitors Contractor Company’s work and safety performance, e.g., walkthroughs, audits, etc.
  • Facilitates and/or provides oversight in monthly site safety meetings of Nested Contractor Companies, and sub-contract companies.
  • Communicate safety expectations with the Contractor Company Representative through daily interaction.
  • Provides HS&S oversight to contractors and CPC employees in matters related to the on boarding process.
  • Monitor HS&S training at the safety council for accuracy.

Skills / Abilities

  • Proven program development and management capabilities.
  • Ability to evaluate and prioritize tasks to ensure alignment with projects and department goals.
  • Ability to collect, collate, and analyze complex data for presentation and reporting to management.
  • Facilitate incident investigations.
  • Communication/presentation skills to small and large groups.
  • Computer literacy (MS Office Suite).
  • Knowledge of Safety and Health regulations, rules, and processes.  
  • Strong written and verbal communication skills. 
  • Strong problem-solving skills. 
  • Proficiency in Microsoft Office (Word, Excel, PowerPoint, and Outlook).
  • The ability to work in a cross-functional and empowered team environment.

Required Qualifications

  • High School Diploma/GED with 10+ years of petrochemical/refining experience in HS&S OR an associate degree or higher in health and safety, industrial safety, environmental science, or closely related discipline with 5 years of petrochemical/refining experience in HS&S.

Preferred Qualifications

  • Bachelor's degree in health and safety, industrial safety, environmental science, or closely related discipline is required.
  • Certification in Health and Safety, Security, or related field (e.g., CSP, CIH, etc.)
  • Knowledge of and completion of Incident Command System (ICS) and/or National Incident Management System (NIMS).
  • Facility Security Officer (FSO) experience.
