Purpose/Introduction

Chevron Phillips Chemicals, LP (CPChem) Pasadena Plastics Plant located in Pasadena, Texas has an Environmental Engineer position available that reports to the Environmental Supervisor. This position is responsible for overseeing air compliance and permitting efforts at the Polyethylene plants, implementation of best practices, as well as adherence to company policies and procedures. The successful candidate shall have the ability to build strong relationships and demonstrate leadership among the company’s environmental and operations professionals, EHS legal, and plant and corporate management.  Key responsibilities include but are not limited to the following: 

Responsibilities

  • Provide day-to-day environmental oversight and expertise for the operating unit(s) on compliance and permitting matters; collect and analyze data to verify and assure compliance with operating parameters and emission limits.

  • Provide expertise in New Source Review, Title V permitting, and Texas and Federal environmental air regulations, including LDAR.

  • Develop permitting strategies for projects, help prepare air permit applications (permits-by-rule, NSR, and Title V) and collaborate with and manage external consultants as needed.

  • Plan, coordinate, and lead periodic and as-needed testing to comply with the NSR permit requirements and emission factor development.

  • Collaborate, collect, prepare, and submit Title V semi-annual and NSPS (DDD, VV) and NESHAP/MACT (MON, RICE, Boiler) periodic reports, emissions inventory, HECT/MECT emissions, GHG emissions, TRI, and other compliance reports in a timely manner.

  • Gather and review data for environmental compliance reports, general enforcement issues, metrics, and performance tracking.

  • Participate in the Management of Change (MOC) evaluation meetings and ensure compliance with environmental regulations are addressed.

Responsibilities (continued)

  • Communicate changes to permit and regulatory requirements, audit findings, and corrective actions, and lead the efforts to integrate them in the operation and compliance systems.

  • Support sustainability efforts and identify opportunities to improve environmental performance.

  • Conduct environmental inspections/audits to ensure activities/conditions are consistent with CPChem policies/procedures and comply with federal, state, and local regulations.

  • Work with regulatory agencies with respect to permit reviews and response to Notice of Deficiencies (NOD), audits, investigations, emission events, and enforcement matters.

  • Provide training on Environmental systems and programs to Operations, Maintenance, Projects, and new employees.

Required Qualifications

  • Minimum of a bachelor’s degree in engineering or related science field.
  • Minimum of 5 years of experience in Texas and Federal air regulations, permitting, and compliance.
  • Minimum of 3 years of experience working with or within a chemical or refining plant environment.
  • Working knowledge of relevant Federal MACT/NSPS Standards and Texas Air regulations.
  • Ability to effectively communicate, interface, and negotiate at all levels of the organization.
  • Self-motivated (operating with minimal day-to-day work direction) with good verbal, written, and analytical skills required.

Preferred Qualifications

  • Bachelor’s degree in chemical or environmental engineering.
  • Experience with StackVision and Enablon.
  • Chemical plant experience in polyethylene, ethylene, or polymer processes.
  • Experience in developing systems to ensure sustainable compliance and drive efficiencies in environmental compliance requirements.
