Chevron Phillips Chemical (CPChem) is seeking an IPS Specialist to join our maintenance team at the Port Arthur plant in Port Arthur, Texas. The IPS Specialist provides the coordination and execution for Instrumented Protection Systems (IPS) which include Safety Instrumented Systems (SIS), Basic Process Control Systems (BPCS) Independent Protection Layers, Burner Management Systems (BMS), Emergency Shutdown Systems (ESS) and Automatic Overflow Interlocks (AOI). This CPChem position is responsible for ensuring consistency, compliance and documentation in alignment with Plant Instruction PI-2007 "IPS Safety Lifecycle Management" and corporate standard RMS-5700 "Lifecycle Management of Instrumented Protective Systems".

Responsibilities
- Takes an active role in all aspects of safety by maintaining a proactive safety culture on all jobs
- Responsible for being the conduit between engineering and instrument technicians for performing compliance testing on IPS devices and instrument loops
- Responsible for the creation and modification of IPS ITPMs and SAP master data in SAP.
- Reviews and publishes compliance due dates on ITPMs to ensure completion prior to compliance dates
- Provides monthly reports showing the previous month total IPS ITPMs performed, total IPS ITPMs past due and total IPS ITPMs failures. Also provide total SIF ITPMs performed, total SIF ITPMs past due, and total SIF ITPM failures.
- Attend monthly 90-day IPS ITPM Look-Ahead meetings. Present the 90-day look-Ahead team with a list of IPS ITPMs due for testing within 90 days.
- Create IPS ITPM test packages and approves third-party IPS ITPM test packages.
- Plan, transmit, and schedule IPS ITPM testing.
- Participate in incident investigations involving IPS.
- Assist with the review of IPS Requirement Variance requests
- Assist with internal audits of the IPS Lifecycle Management System as requested by the IPS Coordinator.
- Coordinate the execution of IPS ITPM testing.
- Request the Port Arthur IPS SME assistance to edit and approve any major changes to the (Master) IPS ITPM test procedure before or during procedure execution. The procedure must be executed with the changes. No major change revisions are permitted once any execution team member completes final signature sign-off.
- Collect and review the (Master) IPS IPTM test results for completeness and forward them to the IPS Coordinator for final review and validation. The review for completeness shall include the following:
- Verify all Minor IPS ITPM procedure changes are consolidated on the (Master) IPS ITPM procedure.
- Verify the IPS ITPM test procedure is executed as written or is executed with major changes that are approved by the IPS SME or the IPS Coordinator.
- Verify any IPS ITPM testing issues, failures, and corrective actions are properly documented and understood by the execution team members prior to any Execution Team member final signature sign-off.
- Ensures all required sign-offs and documentation are complete with red-line pick-ups and properly archived.
- Provide equipment testing, failure and repair history to the IPS Coordinator upon request.
- Leads, coordinates and updates IPS testing during Unit turnarounds
Required Qualifications
- High School Diploma/GED with at least 10 years’ experience in instrumentation in the petrochemical industry OR an Associate Degree in Instrumentation.
- At least 2 years of experience in safety system testing
- Working knowledge of SRS documents, Logic Narratives, P&IDs, instrument loop drawings, electrical schematics, Cause and Effect drawings, etc.
- Has an understanding and the ability to modify proof test procedures and IPS device proof forms
- Excellent communication skills and the ability to interact effectively with internal and external organizations such as operations, maintenance, engineering and vendors.
Preferred Qualifications
- Ability to understand PLC logic, i.e. IEC61131 (ladder, function block, structured text) programs
- Working knowledge of ISA-84 Safety Instrumented Systems.
- Functional Safety Certification
- Experience in SAP
- Working knowledge of the MOC process and how IPS applies
- Experience in an Ethylene manufacturing process
