Purpose/Introduction

Chevron Phillips Chemical is seeking a Lead IPS Coordinator to join our team at our facility in Port Arthur, Texas.  This role will be responsible for the day-to-day management of the ANSI/ISA-61511 SIS Lifecycle Management, Chevron Engineering Standard ICM-DC-6025 Safety Instrumented System Design, Installation, and Testing, Chevron Phillips Required Manufacturing Standard RMS-5700 Lifecycle Management of Instrumented Systems, and the site Plant Instruction PI-2007 Instrumented Protection Systems Lifecycle Management.   #HPCP

Responsibilities

  • Ensure the successful implementation of the IPS Management Process
  • Maintain IPS management consistency across the site
  • Serve as gatekeeper for SIS changes and modification
  • Ensure compliance with role-applicable sections of industry and company standards
  • Lead and coordinate IPS teams as needed for IPS activities using resources from Technical, Operations and Maintenance
  • Lead and set work direction for IPS Engineer
  • As a record owner of IPS testing and repairs, ensure proper documentation and data integrity of these documents as specified in PI-2007
  • Lead and approve the creation and validation of design documents such Safety Requirements Specifications (SRS) and SIL calculations
  • Understand and interpret probability of failure on demand, mean time to fail spurious, maximum allowable response time, and other SIL calculations
  • Ensure the update of the Safety Requirement Specifications (SRS) as needed

Responsibilities Contd.

  • Support the initial development, validation and implementation of IPS inspection, test, and preventive maintenance procedures and ensure they are successfully completed on time and documented to maintain compliance
  • Champion IPS lifecycle program and work processes. Ensure training of Operations, Maintenance and Technical personnel of the requirements
  • Support Functional Safety Assessments and other audits regarding IPS
  • Provide assistance as needed for IPS validation (new installation and modification) activities and resources with Operations and Maintenance teams
  • Participate as needed in plant Process Safety Management, by being involved in Process Hazard Analysis (PHA), HAZOP and LOPA studies, action item follow-up and Pre-Startup Safety Reviews (PSSR)
  • Lead the investigation of SIS challenges and failures, as well as track SIS failures to identify problems with equipment selection, design and frequency of testing and initiate improvement efforts as needed
  • Support Project Managers on development of Functional Safety Assessments and coordination of planning for safety instrumented system installation, construction package reviews, construction and commissioning
  • Collect and report monthly PSM Metrics and SIS metrics

Required Qualifications

  • Bachelor’s Degree in Electrical, Mechanical, or Chemical Engineering with minimum of 4 years of experience in safety system lifecycle management with an I/E background
  • Must be proficient in reading and understanding SIL calculations in addition to design documents such as P&IDs, instrument loop drawings, schematics, Booleans, etc
  • Must have demonstrated knowledge of the ANSI/ISA-61511 standard
  • Must be a self-starter, should have the ability to multi-task and possess good organization and time management skills
  • Must possess excellent leadership and communication skills.  Must demonstrate the ability to interact effectively with internal and external organizations such as operations, maintenance, engineering, plant management, consultants and vendors
  • Must have the ability to resolve conflicts with other functional groups and reach agreements with those groups in order to be successful
  • Demonstrated knowledge of Microsoft Word and Excel, and the ability to prepare and generate performance metrics and reports
  • Project experience (ability to apply the requirements of Functional Safety - Safety Instrumented Systems (ISA84) / 61511) 

Preferred Qualifications

  • Familiar with reading and understanding PLC logic (ladder, function block, structured text) programs
  • Demonstrate a knowledge of SIS Design and lifecycle management requirements contained in Chevron Engineering Standard ICM-DC-6025 and Chevron Phillips RMS-5700
  • TÜV Rheinland Functional Safety Certification or ISA/IEC 61511 Expert Certification
