Chevron Phillips Chemical is seeking a PSM Supervisor to join our team at the Port Arthur/Orange, Texas facilities.  The successful candidate will report to the Environmental, Health, Safety & Security Manager for Orange/Port Arthur and will be responsible for assisting both facilities in achieving and maintaining its goal of zero process safety incidents and unequivocal compliance with OSHA Regulation 1910.119, Process Safety Management, which provides the basis for the major areas of responsibility with specific focus on Risk Management, Process Safety Information, Process Hazards Analysis, PSSR, MOC and Incident Investigation, Facility Siting, EPA RMP.  This position will strive to apply a risk-based problem-solving approach to all applicable areas of plant operation and develop and/or manage processes for use by all personnel.    #HPCP

 

Key job responsibilities include but are not necessarily limited to the following: 

 

  • Directs and manages the activities of the Process Safety staff at two different plant locations.
  • Serves as the primary plant contact for all site Process Safety, Risk Management Plan and Facility Siting issues.  Provides PSM expertise to engineering for planning and project development for infrastructure / growth projects.
  • Ensures that process safety teams deliver products that meet or exceed customer expectations and are compliant with quality standards.  This includes significant documentation and recordkeeping requirements to satisfy company and legal obligations.
  • Responsible across all plant work groups for compliance with Process Safety, Risk Management Plan requirements as related to daily work activities and projects.
  • Works with HR Training to ensures compliant and consistent application of the Formal Operator Training Program including Refresher Training for all operating areas in both plants.
  • Serve as corporate representative on Texas Chemical Council (TCC) OSC representative and EHS Safety Seminar Committee.
  • Coordinates and provides oversight for the regional facilities PHA's / LOPA's - those required by regulation to be updated every 5 years as well as project-related risk assessments.
  • Analyzes PHA findings to identify common issues and facilitate consistency in recommendations and corrective action.
  • Coordinates tracking of various risk register action items through completion, development of metrics and reports to management.
  • Identifies PSM process improvement opportunities and develops work processes and systems that incorporate risk assessment and management into routine workflows.
  • Provides oversight of the MOC/PSSR process.
  • Oversees the facility's conformance with EPA's Risk Management Plan requirements.
  • Coordinates the facility's conformance for Facility Siting - SME on API regulations and company procedures.  Coordinate Plant Facility Siting projects; consequence modeling studies, QRA re-evaluation studies.
  • Oversees the process for filing and maintenance of facility Process Safety Information.
  • PSM Compliance – oversee all aspects of the (14) PSM elements and maintain compliance. Serve as SME on OSHA PSM Standard and regulations. Streamline plant PSM related work processes and implement management systems where applicable.
  • Works with OSHA and EPA representatives when applicable for PSM or Safety issues.
  • Works with incident investigation teams to ensure root causes are being identified and followed up on.
  • Participates in the CPChem PSM Best Practices Team.
  • Develops and executes deployment plans for PSM related Global OE Procedures and PSM Best Practices.
  • Uses Tenets of Operation and the Operating Hierarchy as core tools to drive decision making and behavior.  Drives the focus on Operational Discipline and strives to ensure all operational / maintenance tasks are performed correctly every time to ensure safety and compliance.
  • Provide advice and counsel to all levels of the organization regarding PSM compliance matters and risk-based decisions.

 

Required Qualifications:

 

  • Bachelor's degree in engineering or related science
  • At least 5 years of plant experience.
  • Must have demonstrated experience in hazard analysis, risk assessments, process safety incident investigations, and audits of process safety and risk management programs. 
  • Must be familiar with safety and process safety regulations and concepts. Candidate must be customer-focused and results-driven and have the ability to effectively collaborate and work with personnel at various levels throughout the company
