Purpose/Introduction

Chevron Phillips Chemical Port Arthur Plant, located in Port Arthur, Texas, is currently seeking a qualified individual to join our team as a Safety Supervisor. This position reports directly to the Health, Safety & Security Superintendent and is accountable for supporting the facility by focusing on the anticipation, recognition, identification, evaluation, and control of occupational health and safety hazards as well as compliance with applicable Health and Safety regulations.   #HPCP

Responsibilities

  • Provide leadership and expertise regarding all safety and health programs, issues, and concerns.
    • Develop effective performance management objectives and establish effective performance expectations for safety specialist, industrial hygienist, and union safety representatives within the group.
    • Review and interpret proposed/pending regulations and forecast their impact on site operations.
    • Ensure compliance with site, Company, and OSHA health and safety standards/regulations.
      • Provide guidance to facility on new and proposed standards/regulations
      • Ensure training is delivered to all affected site personnel for new and revised procedures
      • Support and facilitate employees and contractors’ employees involvement in health and safety processes
      • Ensure incident reporting and investigation processes are completed in accordance with site and Company requirements

Responsibilities (continued)

    • Ensure Safety Initiatives are implemented to meet Company and site targets.
    • Conduct field audits to ensure activities/conditions are consistent with CPChem policies/procedures.
    • Participate in JSAs, MOC’s, PSSR’s and other safety efforts as required.
    • Maintain written health and safety strategies, programs, policies, and procedures.
  • Lead the Contractor Safety or other safety related initiatives, such as industrial hygiene, for the site.
  • Partner with Operations, Corporate EHSS and/or Legal to:
    • Actively participate in injury/illness case management discussions.
    • Develop strategies and systems to achieve and sustain zero injury/incident performance.
    • Ensure contractor work activities are effectively monitored to ensure site safety expectations are met

    • Ensure site safety processes and systems proactively identify potential gaps and continuously improve to meet regulatory and organizational expectations.
    • Develop, facilitate, and implement effective safety and health protective measures using data and trend analysis. Communicate results of data and trend analysis to all stakeholders.
    • Prepare and/or review safety plans for major capital projects and turnarounds.
  • Lead efforts to develop and implement digital transformation tools to continuously improve safety performance strategies for, existing/new regulatory or Company requirements. 
  • Participate in Trade Associations, CPChem Environmental Best Practice Networks and interact/network with other industry representatives.
  • Perform any other safety related work as assigned by the HS&S Superintendent or EHS&S Manager.

Required Qualifications

  • Minimum of a HS diploma or GED
  • Must have a minimum of five (5) years of health and safety experience in the Petrochemical/Refining industry.
  • Must possess strong facilitation and collaboration skills and be proficient in electronic data management and analyzing issues.
  • Proficiency with MS Office
  • Must be detail orientated and complete work with a high degree of accuracy.
  • Must be highly motivated and be a self-starter, able to handle multiple tasks concurrently.
  • Superior reading comprehension skills, persuasive communication skills, both oral and written, as well as strong interpersonal skills required.
  • Flexibility to work off hours through critical incidents

Preferred Qualifications

  • Bachelor's degree in Safety, Industrial Health, Safety & Fire Protection, or a closely related field.
  • CSP, CSST or CIH credentials
  • TX Radiation Safety Officer
  • Competent Excavation Person Trained
  • Bi-lingual in Spanish
  • VPP experience
