Purpose/Introduction

Chevron Phillips Chemical is seeking a Clemens Terminal Cavern Engineer to join our team at our facility in Sweeny, Texas.  The Clemens Terminal Cavern Engineer is responsible for technical oversight of all aspects of underground brine mining and hydrocarbon storage.  This individual is responsible for ensuring compliance with the Railroad Commission of Texas (RRC) regulations covering salt dome storage facilities as well as adherence to company policies.  The position works closely with operations, maintenance, business services, contract personnel and state regulatory authorities.

Responsibilities

  • Maintain processes and procedures to ensure compliance with state and federal regulations. Work directly with regulatory authorities to achieve required compliance. 
  • Support audits by state and federal regulator agencies such as Railroad Commission of Texas.
  • Schedule, coordinate, and supervise regulatory required storage well testing program with operations, business services, engineering, and contractors.
  • Provide engineering evaluation of all changes, upgrades, and repairs on underground storage wells. This requires evaluation of data from downhole wireline tools, casing inspections, and mechanical integrity tests.
  • Perform engineering calculations to support well hydraulics and mechanical integrity issues surrounding hydrocarbon storage wells. 
  • Supervise contract workover, casing, wireline, and labor crews to disassemble, inspect, repair, and reassemble underground storage wells.  Coordinate all aspects of storage well workover operations including budgeting, scheduling, planning, and plan execution.
  • Preparation of engineering and regulatory required reports on issues involving underground hydrocarbon storage.
  • Support unit capital projects as the role of Subject Matter Expert. This could include being the company representative interfacing with contract companies drilling new wells and providing company oversite of the drilling projects.
  • Represent Chevron Phillips as voting member of the Solution Mining Research Institute
  • Interact with industry peers, vendor and agency representatives in such forums such as the Gulf Coast Cavern Operators Group to stay abreast of industry best practices and lessons learned.

Required Qualifications

  • Minimum of a Bachelor’s Degree in a science or engineering discipline with at least 2 years of applicable experience.
  • Proficiency in Microsoft Office computer applications and willingness and capability to learn other job-specific computer programs (i.e. SAP, LMS).
  • Strong, demonstrated aptitude toward personal and process safety.
  • Candidate must be customer-focused and results-driven, proficient in problem-solving and analyzing issues, and have the ability to effectively collaborate and work with personnel at various levels throughout the facility and company.

Preferred Qualifications

  • Bachelor's degree in chemical, mechanical or petroleum engineering.
  • Experience in salt dome operations, solution mining, and brine.
  • Experience in an underground storage facility or consulting company supporting solution mined, drilling and/or storage activity. 
  • Working knowledge of industry best practices (eg. API RP 1115) and regulations (eg. TRRC Rule 3.95/97).
  • Working knowledge of OSHA, EPA, RRC and similar regulations and consensus standards governing health, safety, and risk management training.
