Purpose/Introduction

We are seeking a Project Controls Lead to join our team at the Sweeny, Clemens, & Old Ocean (SCO) complex located in Sweeny, Texas reporting to the Project Engineering Superintendent. The primary responsibility of this position will be to develop, communicate, and maintain project controls at the SCO Complex to priorities and manage the project portfolio set by Project Engineering Group.  The successful candidate will work closely with Operations, contract construction companies, contract engineering companies and the Project Engineering Department to ensure safe and efficient execution of planned capital and expense project activities.   This position offers the opportunity to work in a team environment and will require direct coordination with the Project Engineering Superintendent, Project Engineering Leads, Design Engineering and Project Controls.  In addition, this position will lead other capital project planners/expeditors, assist in the development of the plant forecasting and budget and establish plant project priorities.

Responsibilities

  • Work with Project Engineers and contractors to develop Class 1, Class 2 and Manpower Loaded project schedules during project development.
  • Work with Project Engineering Superintendent and Project Controls Analyst to prioritize projects in backlog.
  • Maintain accurate ready-to-schedule backlog to enable nested contract engineering and contract construction companies to establish priorities.
  • Communicate with nested contract engineering company and contract construction company to confirm available resource capacities.
  • With involvement from Operations, Project Engineering Supervision and the nested contractor companies, develop an overall master schedule that identifies all the projects.
  • Publish bi-weekly schedule updates based on feedback from Project Engineers and construction progress evaluations.
  • Work with Project Engineers to estimate project costs based on scheduled activities contained in project schedule.
  • Maintain Key Performance Indicators (KPI) for project controls. Analyze data to ensure projects are meeting project control guidelines.

Required Qualifications

  • Bachelor’s Degree in Engineering or Technical related field and 5 years of experience in a chemical or refining environment OR high school diploma or GED and minimum of 10 years of experience in a chemical or refining environment
  • Minimum of 5 years of direct experience with scheduling, planning and/or estimating
  • Demonstrate excellent leadership, communication, written and verbal skills
  • Advocate for safe work practices
  • Problem solving/analytical skills with the capability of recognizing, defining, and resolving issues.  
  • Ability to lead project controls team, including contractors, as well as serving as a highly functioning team member.
  • Good project management, organizational skills and the ability to multi-task.
  • Detail oriented to ensure accurate work product delivery on a consistent and routine basis.

Preferred Qualifications

  • Knowledge of Primavera scheduling software (P6 preferred) 
  • Experience with Power BI Reporting and Development 
  • Field construction experience 
  • Project estimating experience 
  • SAP experience
