Purpose/Introduction

Chevron Phillips Chemical Company is seeking a Project Engineer/Specialist to join our team at the Sweeny, Clemens & Old Ocean (SCO) Facilities located in Sweeny, Texas. This position will manage capital improvement and maintenance expense projects at the SCO facilities using the Chevron Project Development and Execution Process (CPDEP). The Project Team at Sweeny currently manages projects up to ten million dollars with the majority of the projects routinely in the five hundred thousand to two-million-dollar range.

Responsibilities

  • Approves project and special process documentation, reviewing technical writing of standard operating procedures (SOP), operations manuals, and preventative maintenance programs.
  • Defines project scopes, prepare accurate cost estimates and execution schedules.
  • Coordinates budgets, designs, and manages installation of safe, economical, and effective modifications and upgrades to the facility within the allowable schedule.
  • Develops project schedules/project cash flow projections, communicate project status against schedule and budget targets to management, and execute approved projects within approved budgets.
  • Coordinates field work of and monitors on-site contractors.
  • Reviews equipment vendors and contractors to specify and purchase equipment and materials for projects.
  • Creates new procedures for projects and train appropriate site personnel on procedures and installations.
  • Ensures projects are implemented safely, commission new equipment and provide startup support.
  • Conducts and participates in site visits to inspect installations or troubleshoot problems.
  • Develops quality documents, procedures, and inspection requirements at Vendors.

Required Qualifications

  • Minimum of Bachelor’s degree in Engineering plus 5-yr project related experience OR High School Diploma/GED with at least 10 years of project related experience in a refinery or chemical plant
  • Knowledge of industry design codes and practices
  • Experience with gated project management processes
  • Experience in SAP, scheduling, project controls, and cost estimation
  • Experience working with EPC contractor(s)
  • Experience as MOC owner

Preferred Qualifications

  • PMP Certification
  • PMI Certification
  • Professional Engineer License
