Chevron Phillips Chemical (CPChem) is seeking a Turnaround Cost Controls Specialist to join our team at our Sweeny/Old Ocean facility, which is located just south of Houston.  Vanpools, not sponsored by the company, are currently available from both Pearland and Sugar Land for commuting to Sweeny.


 This position will be responsible for turnaround planning, scheduling, and cost control at the Sweeny/Old Ocean Complex.  Success in this role depends on improving existing and developing new processes in turnaround project controls and reporting which help deliver consistent, predictable, top-quartile turnaround performance for all Sweeny/Old Ocean complex turnaround/outage events. 


  • Provides subject matter expertise for all aspects of TA Estimating, Cost Forecasting and Controls. 
  • Oversee development of an integrated schedule incorporating Capital work, large projects, and TA scope utilizing Primavera. 
  • Work with the Sweeny turnaround manager and coordinators to establish and/or follow corporate standards for cost estimating and forecasting.
  • Work with turnaround manager and coordinators to develop cost tracking plan for both pre-Turnaround and Turnaround work.
  • Ensures progress reporting systems are adequate.
  • Works with site turnaround management and selected turnaround contractors to ensure adequate resources necessary to track and report progress are on the team.

Required Qualifications

  • High school diploma/GED with chemical plant/refinery turnaround scheduling/cost control experience OR a Bachelor’s Degree in Engineering or Accounting or similar technical field with experience in chemical plant/refinery turnaround scheduling and/or cost experience.
  • Ability to communicate with all levels of the organization.
  • Experience using Microsoft Office Suite with proficiency in Excel (creating charts, formatting cells, working with macros & pivot tables, etc.), Word (creating and editing documents of all types), PowerPoint (change slide layout, applying new presentation design and inserting images, etc.).
  • Ability to work as a team lead and/or team participant.
  • Ability to analyze and solve problems and to make critical decisions.
  • Excellent oral and written communication skills.
  • Skilled and professionally sound in applying turnaround cost principles/concepts/techniques to build, maintain, update, and track complex construction projects

Preferred Qualifications

  • Ethylene Plant and/or Plastics Plant experience with specific emphasis in turnaround planning.
  • Supervisory experience with large petrochemical projects and turnarounds.
  • Demonstrated ability to lead a cost controls group.
  • Proficient in SAP.
