Purpose/Introduction

Chevron Phillips Chemical (CPChem) is seeking an Air Compliance Assurance Advisor to join our Corporate Environmental team in The Woodlands, Texas.  The position is primarily responsible for working with facilities to implement, monitor, and assure compliance with Federal, State, and Local environmental air regulations.  The successful candidate should be able to build strong relationships and demonstrate leadership amongst environmental professionals, site and business management, EHSS legal, and Corporate management. In addition, this position will be recognized as an subject matter expert (SME) and value-added contributor to the petrochemical or refining industry trade organizations.  #HPCP

Responsibilities

  • Serve as the technical SME for air regulatory compliance including, but not limited to: EMACT, MON, HON, Boiler MACT, TCEQ Audit Privilege, diesel engines (Reg VII, NSPS IIII, RICE MACT)
  • Responsible for providing technical regulatory guidance and support across multi-functional workgroups including site staff, Corporate workgroups (capital projects, technical, etc.), business units, EHSS legal, and Corporate management
  • Establishes, maintains, and/or monitors company work processes and Operational excellence (OE) standards/procedures designed to assure compliance with environmental requirements including air regulations, compliance requirements, and operating permits at the site and Corporate levels
  • Facilitate environmental Compliance Teams for new, revised, existing applicable air regulations and develop compliance strategies to support compliance implementation and demonstrations, management systems, and processes
  • Review and comment on specified Periodic Reports (e.g., EMACT/MON Periodic Reports) and regulatory agency submittals (e.g., Audit Privilege)
  • Develop and maintain documented Corporate regulatory and technical interpretation documents in collaboration with EHSS legal and sites
  • Participate in regulatory advocacy through industry trade associations

Required Qualifications

  • Bachelor’s Degree in Engineering, Environmental Science, or related Science fields
  • At least 7 years of in-depth understanding and experience with Federal NESHAP, MACT, and NSPS regulations
  • At least 3 years of experience in working within a petrochemical and/or refinery facility 
  • Knowledge and in-depth experience of Ethylene and Polyethylene process units to which  regulations and requirements are applicable  
  • Ability to effectively communicate, interface, and negotiate at all levels within the company
  • Proven record of leading teams to project completion as well as superior facilitation skills, excellent written, and analytical skills

Preferred Qualifications

  • Degree in Chemical or Environmental Engineering
  • 5+ years experience working within a petrochemical and/or refinery facility
  • Experience with Consent Decree implementation, management, and termination
  • Comprehensive knowledge and experience in understanding the interplay and overlap interaction between Federal and State (Texas) regulations
  • Strong knowledge and in-depth experience with TCEQ air regulations and programs
  • Experience in interacting with regulatory agencies
