Purpose/Introduction

Chevron Phillips Chemical is currently seeking a I&E Engineer to join the 1544 Ethylene Expansion Project at Chevron Phillips Chemical Company’s Port Arthur Texas Plant.  The Project will commence with development of the Front End Engineering Design (FEED) Package and will continue through Engineering, Procurement and Construction.  This position will be in Houston Tx for the first 1 -2 years during Engineering and then will transition to Port Arthur TX for construction, commissioning and startup for the remaining 3 years.

 

The I&E Engineer will support the 1544 Expansion project on the project team throughout the entire development, execution, and completion of project activities. This includes all aspects of engineering, safety, construction, bridging to prepare to operate activities, managing stakeholders, and other related project documentation. The I&E Engineer reports to the Engineering Manager and coordinates engineering activities between his/her department, contractors, plant contacts and the Project Management Team.   #HPCP

Responsibilities

  • Strong commitment to safety and personal responsibility to communicate and cascade the Projects goal of zero injuries
  • Manage and oversee engineering contractor performance against the project’s execution plan, specifically I&E engineering design. 
  • Responsible for managing all I&E aspects of P&ID, plot plan, electrical one-lines, area classification development, loop drawings, cause and effect and other I&E drawings and documentation
  • Review and approve the design and specifications for power distribution system, motors and controls, AC and DC variable speed drives, DCS and SIS systems and process analyzers 
  • Respond to both engineering and construction contractor technical questions related to interpretation of “owner requirements,” design philosophy, system sketches and others.
  • Coordinate with both Company and Plant subject matter experts to assure incorporation of Plant requirements, company standards and industry standards are included within engineering design
  • Provide engineering and technical support to the commissioning and start-up team
  • Responsible for the coordination and development of Project specifications
  • Review and approve IEC specifications, drawings and other documentation; assist in compiling construction packages.

Responsibilities (continued)

  • Work with Engineering Manager and Construction Manager to assure alignment with procurement, constructability and material management objectives
  • Support project teams in reviewing purchase of major electrical equipment through the entire procurement cycle including specification, inspection plan development, vendor, and contractor qualification, bid evaluation, FAT and SAT and spare parts recommendations.
  • Assure proper materials storage and preservation plan procedures are completed and followed
  • Assure completion of spare parts
  • Participate in HAZOP/LOPA reviews as required
  • Participate project risk mitigation
  • Provide direction to engineering in preparation and review of as-built drawings, vendor documentation, and data books.  Assist in the review and acceptance of final documentation
  • Assist in the review "Lessons Learned" during the Project
  • Assist with completion of Project close-out and PDRI requirements

Required Qualifications

  • Minimum of a Bachelor's degree in Electrical Engineering with at least 3 years of relevant project experience
  • Must have at least 3 years of experience working in chemical, petrochemical plants, or refineries
  • Working knowledge of all relevant engineering and construction codes and standards such as API, NFPA, ANSI, IEEE, NEMA, NETA, NEC, and NESC.
  • Must be a self-starter with desire to lead and take responsibility
  • Must have strong commitment to personnel and process safety
  • Must have ability to work with peers, company employees, and Contractors
  • Commitment and flexibility to work in the detailed engineering office
  • Commitment to stay on the project through startup and stable operations
  • Excellent planning and organizational skills

Preferred Qualifications

  • Experience in SAP, scheduling, project controls, and cost estimation
  • Previous capital project experience
  • Previous field or hands on experience
  • "Grass roots" major capital project experience.
  • Experience working with EPC contractor(s)
  • New asset commissioning experience
  • Experience in Ethylene Unit design, engineering and operation
  • Experience performing power systems study calculations with power system analysis software such as ETAP
  • Experience with scheduling and planning techniques
