This position is part of the Central Engineering Leadership Team (CELT) and is responsible for managing the instrumentation, electrical, controls, and analytical (IECA) engineers in the Central Engineering organization.  The IECA Manager establishes and drives corporate strategy for IECA, and directs Subject Matter Expert (SME) engagement and support on plant, major, and mega projects.

The IECA Manager is a member of the company’s Reliability Accountability Network (RAN) which is comprised of all site Reliability Managers and the Central Engineering Leadership Team.  The RAN Team sets strategic direction for Reliability and is responsible for systems and tools to ensure continuing corporate Reliability performance. 

The position directly supervises a technical staff of five company experts in the instrument, electrical, control systems, and analytical engineering disciplines.

This role is located in the Houston area. The successful candidate may work at one of the following CPChem locations: The Woodlands, Pasadena, Baytown.

This position requires frequent travel, by air, and CPChem’s current travel protocols require employees be vaccinated against COVID-19 to travel by air on company business. This position requires frequent in-person attendance at meetings and large group events, some of which may be held in locations that require vaccination for entry or which may require vaccination under CPChem’s current COVID-19 prevention protocols.


Manage the IECA Team to:

  • Ensure appropriate level of SME engagement and timing for plant and corporate sponsored strategy and projects with a focus on design for reliability
  • Apply and interpret industry standards
  • Develop, maintain, apply, and interpret relevant company design and manufacturing standards
  • Support troubleshooting and resolution of high-profile, high-impact plant equipment issues
  • Provide direction and expertise to plants to implement short-term and long-term reliability strategies
  • Exploit new technologies for improvement to plant production, reliability, and safety and environment performance
  • Provide expertise to CPChem’s Process Safety Technology Team on PHA and Independent Protection Layer matters
  • Provide expertise on design, management, testing, and maintenance of Instrumented Protective Systems
  • Develop and maintain relationships with multiple electric utility providers for mutual benefit and plant utility reliability
  • Manage central network platform for plant electrical models
  • Design and execute the annual CPChem Measurement and Controls Team Summit.
  • Mentor and develop IECA engineers worldwide.

Required Qualifications

  • Minimum of a Bachelor's degree in Engineering with at least 15 years combined supervisory and engineering experience in a plant (chemical or refining)
  • Extensive experience with corporate, EPC, and plant project teams
  • Strong troubleshooting skills
  • Knowledgeable in industry codes such as ANSI/ISA, API, IEEE, NFPA
  • Working knowledge of electrical system modeling software (ETAP, SKM)
  • Proficient in use of MS Word, Excel, and PowerPoint
  • Experience with asset management tools SAP and Meridium/APM
  • Plant line management experience (maintenance, operations, or technical)
  • Direct plant experience (Chemical / Petrochemical / Refinery) with turnarounds and plant equipment
  • Demonstrated strong management and facilitation skills
  • Excellent written and verbal communication skills, strong organizational skills, and willingness and the ability to become conversant in multiple technical disciplines
  • Commitment to safety and compliance
  • Demonstrated ability to direct cross-functional work groups to achieve objectives and timelines
  • Demonstrated leadership, strategy development/implementation and team-building skills
  • Willingness to travel 10-20% local travel and occasional international travel

Preferred Qualifications

  • Previous plant experience in a reliability role
  • Working knowledge of electrical maintenance software PowerDB
