Purpose/Introduction

Chevron Phillips is currently seeking an Operations Engineer – OSBL to join the USGC II Project at The Woodlands, TX project office and Engineering Contractor locations. The Operations Engineer is responsible for assuring that the USGC II OSBL design results in safe, reliable daily operations and that the constructed equipment meets process, process safety and environmental requirements. This position will help ensure that the equipment is commissioned properly and result in a safe, orderly, and timely start-up.

 

The initial job location will be at the Engineering Contractor office in Kansas City, MO, transitioning to the project site in Orange, TX and additional project locations as determined.

 

The USGC II project includes the engineering/design, construction, and commissioning of a petrochemicals complex in Orange, TX to produce ethylene and high-density polyethylene (HDPE). The facility is expected to have a 2,080 KTA ethane cracker, two high-density polyethylene derivative units with a combined capacity of 2,000 KTA.

Responsibilities

  • Provide capital efficient process design input resulting in safe and operable plant.
  • Provide piping and instrumentation diagram input considering safety, capital costs environmental, operability, maintainability, and reliability. 
  • Ensure plant operability during startup, shutdown, and transitional scenarios.
  • Provide equipment data sheet and equipment procurement input.
  • Participate in 3D model reviews.
  • Ensure detailed engineering work processes comply with project PSM, OE and Operational specifications.
  • Ensure operations input into various control room/buildings designs, DCS graphic development, data historian needs, etc.
  • Participate in control system review, alarm objective analysis and SIL reviews.
  • Participate in vendor factory and site acceptance tests as required.

Responsibilities (continued)

  • Participate in PHA/LOPA reviews and confirm that cost effective action items are completed.
  • Participate in pre-commissioning/commissioning planning with project Commissioning Specialist Lead, EPC company, and execution assurance.
  • Assist in development of overall commissioning goals, commissioning systems and commissioning/startup sequence.
  • Plan and execute Operational Readiness activities: operating procedure development, commissioning procedure development, operator training, etc.
  • Assure constructed facility results in safe and operable plant.
  • Participate in Design Assurance Team to ensure plant is constructed per design.

Responsibilities (continued)

  • Lead/participate in system walk downs, and PSSRs.
  • Ensure that Management of Change requests and documentation are appropriate and that Pre-startup needs are completed.
  • Facilitate safe system and overall plant commissioning and startup in conjunction with balance of startup team.
  • Assist in completion of licensor guarantee and lender’s reliability tests following initial startup.

Required Qualifications

  • A minimum education of bachelor's degree in Engineering.
  • Must have at least 4 years of experience in chemical or refinery processing.
  • Must have a minimum of 2 years of Utilities experience.
  • Commitment and flexibility to work domestic detailed engineering.
  • Commitment to meet and maintain COVID requirements for location of detailed engineering.
  • Commitment to relocate to Orange, TX for construction and start-up.
  • Commitment to stay on the project through startup and stable operations.
  • Excellent communication skills.
  • Excellent planning and organizational skills.

Preferred Qualifications

  • Bachelor’s degree in chemical engineering.
  • "Grass roots” major capital project experience.
  • Experience working with an EPC contractor(s).
  • New asset commissioning experience.
  • Previous HAZOP/LOPA experience.
  • Chevron Project Development and Execution Process (CPDEP) knowledge.

Additional Information

  • Detailed Design will be performed at the Engineering Contractor office in Kansas City, MO.
  • Construction of USGC II will be in Orange, TX.
